Project Overview:
Bechtel provides program, project, and construction management support for transportation projects in Riverside County, California. The project team supports highway, rail, toll, and other transportation improvements through planning, environmental clearance, design, construction, and post-construction activities. Work may require coordination with the California Department of Transportation (Caltrans), Federal Transit Administration (FTA), Southern California Regional Rail Authority (SCRRA), BNSF Railway, Union Pacific Railroad, regulatory agencies, local jurisdictions, consultants, and community stakeholders.
Job Summary:
Bechtel is seeking a Project Coordinator to join the Riverside, California team. The Project Coordinator supports the client Project Manager in the administration, coordination, and delivery of one or more transportation projects and professional services contracts through planning, environmental clearance, design, construction, and post-construction phases.
The position coordinates consultant activities, administers environmental and design-focused contracts, reviews consultant work products, monitors schedules and budgets, supports regulatory and permit compliance, and facilitates communication among the client, consultants, project disciplines, agencies, and stakeholders. The role supports the client Project Manager.
Work Location and Field Expectations
- Based at the client office in Riverside, California.
- Primarily an office-based coordination role with attendance at agency, consultant, construction, community, public, and project meetings as required.
- Periodic visits to project, construction, or mitigation sites may be required to support coordination, documentation, and contract administration. #LI-RM1
Major Responsibilities:
Contract Administration and Project Delivery Support
- Administer and coordinate professional services contracts across planning, environmental clearance, design, construction, and post-construction phases in support of the client Project Manager.
- Support development and administration of scopes of work, task orders, procurement materials, correspondence, amendments, change documentation, invoices, and closeout records.
- Monitor consultant performance against approved scope, schedule, budget, deliverable requirements, project commitments, contract terms, and client expectations.
- Review consultant work products, progress reports, invoices, technical submittals, permit materials, mitigation documents, and supporting records for completeness, consistency, quality, and contractual compliance.
- Coordinate multidisciplinary reviews, consolidate comments, track consultant responses, and help verify that review comments, project commitments, and contractual requirements are addressed before client acceptance.
- Maintain contract files, deliverable logs, decision records, correspondence, approvals, agency submittals, permit records, and other documentation needed to support project delivery and audit readiness.
Phase-Specific Coordination
- Coordinate environmental documents, technical studies, permit applications, agency reviews, and supporting records required for CEQA, NEPA, and other applicable regulatory processes.
- Track environmental commitments, permit conditions, mitigation measures, approvals, renewals, and monitoring requirements for incorporation into design, construction, and post-construction activities.
Major Responsibilities(Contd.):
Design, Construction, and Post-Construction Support
- Coordinate design consultant activities, design-phase submittals, discipline reviews, project interfaces, and decision/action-item tracking in alignment with contract requirements and prior project commitments.
- Support construction-phase consultant services, including design clarifications, requests for information, submittal reviews, environmental compliance, permit commitments, mitigation requirements, and reporting obligations.
- Coordinate post-construction habitat mitigation and environmental monitoring programs by tracking obligations, consultant deliverables, schedules, budgets, agency coordination, and required documentation.
Schedule, Budget, Risk, Reporting, and Stakeholder Coordination
- Maintain and coordinate project and consultant schedules, budgets, forecasts, funding limits, invoice status, risks, mitigation actions, and milestone reporting for assigned contracts and deliverables.
- Identify activities, reviews, decisions, or interfaces that may affect schedule, cost, funding, contract performance, environmental commitments, or client approvals, and elevate matters requiring client Project Manager direction.
- Prepare or support project status reports, briefing materials, staff reports, presentations, correspondence, meeting agendas, minutes, action-item logs, decision records, and other client-ready materials.
- Coordinate with Caltrans, FTA, SCRRA, BNSF Railway, Union Pacific Railroad, regulatory agencies, local jurisdictions, consultants, legal representatives, community stakeholders, and other parties applicable to assigned projects.
- Attend and document project, agency, commission, committee, governmental, staff, and public meetings when assigned, and represent Bechtel professionally in client, consultant, agency, and stakeholder interactions.
Education and Experience Requirements:
- Bachelor's degree in Environmental Science, Environmental Planning, Environmental Engineering, Biology, Construction Management, Engineering and 8-10 years of relevant experience, or 12-14 years of relevant work experience .
- Five to ten years of relevant experience supporting transportation, infrastructure, environmental, design, construction, or other public works projects.
- Experience coordinating or administering professional services contracts, including consultant scope, schedule, budget, deliverables, correspondence, and invoice review.
- Experience reviewing consultant work products and coordinating comments among multiple disciplines and stakeholders.
Preferred Experience
- Experience supporting transportation projects under Caltrans oversight or similar public agency requirements.
- Experience with highway, toll, commuter rail, freight rail, or active transportation projects.
- Experience coordinating projects involving FTA, SCRRA, BNSF Railway, Union Pacific Railroad, the United States Army Corps of Engineers, or other regulatory and oversight agencies.
- Experience administering design consultant, environmental consultant, construction support, or habitat mitigation contracts.
- Knowledge of environmental commitments, permit conditions, mitigation monitoring, and post-construction habitat mitigation requirements.
- Experience working in a client-facing program management, project management, or public agency environment.
Required Knowledge and Skills:
- Working knowledge of project delivery phases, including planning, environmental clearance, design, construction, and post-construction activities.
- Proficiency with Microsoft Office applications and experience developing or maintaining project schedules. Microsoft Project experience is beneficial.
- Excellent written and oral English communication skills.
