Project Overview:

We are building high performing teams to deliver complex EPC heavy civil project and looking for motivated, hands-on, collaborative innovators, doers, and problem solvers. The projects are hydro power generation with scopes including roadway development, significant structures including dams, spillways, tunnel waterways, inlet/outlet structures, hydromechanical equipment, mechanical and electrical systems, and site facilities and buildings. Job Summary:

The Engineering Procurement Lead is responsible for leading the engineering-driven procurement activities for the SRP Pumped Storage Project, ensuring timely preparation and issuance of material requisitions and contract documents to Procurement and Contracts.

The role provides leadership in coordinating engineering inputs required for procurement packages, ensuring technical completeness, quality, and alignment with project scope, schedule, and constructability requirements. The Engineering Procurement Lead works closely with Engineering, Procurement, Contracts, and Project Controls teams to ensure efficient execution of procurement activities across the project lifecycle.

This position is accountable for managing the end-to-end process of bid package preparation, technical bid evaluation, and engineering support to procurement, ensuring that all procurement deliverables meet project requirements and support successful award and execution. #LI-RM1

Major Responsibilities:

  • Lead the planning and coordination of engineering inputs to procurement activities, aligning with project schedules and priorities.
  • Establish workflows and processes for timely preparation and delivery of engineering procurement deliverables.
  • Lead preparation, review, and issuance of Material Requisitions (MRs), technical specifications, and engineering deliverables required for procurement packages.
  • Ensure all requisitions and bid documents are technically complete, accurate, and aligned with project requirements and standards.
  • Coordinate the preparation of technical sections of contract documents in collaboration with Contracts and Procurement teams.
  • Ensure scope clarity, technical requirements, and interface definitions are adequately captured in procurement packages.
  • Lead the technical bid evaluation process, including review of vendor submissions, compliance evaluation, and preparation of TBE reports.
  • Coordinate with discipline engineers to ensure timely and consistent evaluation of bids.
  • Support commercial evaluation processes by providing technical clarifications and recommendations.
  • Interface with vendors, procurement, and contracts teams to resolve technical queries during the bidding process.
  • Coordinate technical clarifications and deviations with bidders.
  • Track procurement-related engineering deliverables against project schedules and milestones.
  • Identify risks, delays, or gaps in procurement readiness and implement mitigation actions.
  • Ensure proper documentation and traceability of changes in coordination with project systems.
  • Ensure all procurement packages comply with project quality standards, technical specifications, and applicable codes.
  • Support QA/QC processes during bid evaluation and procurement execution.
  • Coordinate with construction and interface teams to ensure alignment of vendor scope and project interfaces.
  • Prepare procurement engineering status reports, dashboards, and performance metrics for project leadership.
  • Support decision-making by providing structured analysis on procurement readiness, risks, and bid evaluations.


Education and Experience Requirements:

  • Degree in Civil or Mechanical Engineering discipline from an accredited university.
  • Minimum 10-13 years of relevant experience, with significant exposure to engineering procurement, material requisitions, and bid evaluation on major infrastructure projects.


Required Knowledge and Skills:

  • Strong understanding of EPC project delivery, including engineering-procurement interface, contract lifecycle, and procurement workflows.
  • Proven experience in preparing and managing Material Requisitions, technical specifications, and procurement packages.
  • Demonstrated experience in Technical Bid Evaluation (TBE) and vendor management processes.
  • Familiarity with procurement systems and EDMS platforms (e.g., Aconex/ACC).
  • Knowledge of construction practices and constructability considerations relevant to procurement packages.
  • Understanding of contracts, project controls, and supply chain processes.
  • Strong ability to manage multiple priorities and deliver outcomes in a fast-paced project environment.
  • Excellent analytical, coordination, and communication skills, with the ability to interface effectively across disciplines and stakeholders.
  • Ability to work effectively in a multidisciplinary, multicultural team environment.
  • Self-driven, proactive, and capable of operating independently with minimal supervision.
