While the full salary range for the Detention Services Clinical Manager position is $3,638.94 - $5,812.87 bi-weekly / $94,612.44 - $151,134.62 annually, the anticipated hiring range is $3,638.94 - $4,725.92 bi-weekly / $94,612.44 - $122,873.92 annually. Final salary will depend on qualifications.

GENERAL STATEMENT OF DUTIES:
Under the general supervision of the Detention Services Administrative Captain, this position provides clinical oversight, plans, organizes, administers and coordinates the procurement and delivery of services for the Detentions Facility as it pertains to medical care, mental health care, and discharge planning with emphasis on continuity of care. This position manages and monitors the contracts for services with the medical service provider and other vendors as assigned, to ensure staffing and services are maintained at contracted levels while meeting community and accreditation standards. This position is the subject matter expert on related contract administration functions. This position works closely with the local Public Health Department and numerous external entities in a proactive manner to ensure that the needs of individuals experiencing incarceration are being met. This position also ensures that the Arapahoe County Sheriff's Office is following best practice and implementing programs that meet the needs of the individuals and communities that the Arapahoe County Sheriff's Office serves.

Duties

EXAMPLES OF ESSENTIAL FUNCTIONS:
The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required:

  • Directs and supervises the cooperative work activities of all assigned personnel, to include the Behavioral Health Manager and all medical and behavioral health contracted personnel.
  • Prioritizes, plans, organizes, directs, and monitors daily activities of assigned contractors to ensure compliance of the contractual agreements, policies and procedures, accreditation standards, and community standards.
  • Provides direction and recommendations, shapes strategies, develops objectives, and collectively resolves issues that are critical to the overall bureau performance related to medical care provided to inmates and occasionally related to outside bureau activities. Errors in judgement could result in county liability and negative media involvement.
  • Initiates changes to enhance nursing and health practices based on current trending data, studies, and/or research findings.
  • Investigates services complaints and resolves concerns related to medical and/or behavioral healthcare.
  • Develops strong community-based partnerships in order to meet the needs of the Sheriff's Office and the individuals experiencing incarceration during their incarceration and post-release.
  • Develops the audit standards process for contractors, including the maintenance of contract files and the contract preparation process.
  • Develops, recommends, and coordinates the implementation of new procedures for the Medical Section.
  • Analyzes data and develops and prepares regular reports on contract statuses for cost-benefit purposes and service improvement.
  • Monitors the financial information related to the contracts assigned.
  • Resolves contract payment disputes and confers with contractors and others concerning contract payments and compliance.
  • Collaborates with County Purchasing to ensure compliance with County Purchasing guidelines and best practices.
  • Audits files/records and processes to ensure compliance with all regulatory and accreditation standards.
  • Responds to the most difficult citizen complaints and requests for information regarding medical needs.
  • Leads or guides staff in the more complex, difficult, and sensitive inspections involving medical related matters.
  • Ensures the annual updating of policies, procedures and standards, as assigned.
  • Works with others in an effective manner to meet the needs of the Sheriff's Office and individuals experiencing incarceration.
  • Provides technical assistance to contractor staff, as needed.
  • Delivers effective verbal presentations and effectively communicates with the public.
  • Represents the Detention Services Bureau and Sheriff's Office and the policies of the Sheriff's Office in numerous peer agency meetings and public forums.
  • Maintains regular and acceptable attendance at such level as determined at the Sheriff's Office's discretion.
  • Is available and willing to work as necessary to meet the needs of the Sheriff's Office.
  • Is available and willing to work such weekends and holidays as the Sheriff's Office determines are necessary or desirable to meet its needs.
  • May be assigned other duties as necessary.

Requirements

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Advanced knowledge of inmate-patient medical care requirements in a Detentions Facility.
  • Strong knowledge of public sector procurement requirements.
  • Thorough knowledge of agency and county policies.
  • Thorough knowledge of ACA, NCCHC, and CJS standards.
  • Knowledge of purchasing principles and practices.
  • Ability to analyze statistics and financial data in order to effectively develop and produce accurate reports.
  • Ability to interact well with others by using outstanding interpersonal communication skills; must be able to communicate effectively with all contractors, contractor staff, Sheriff's Office employees and inmate-patients, both verbally and in writing, in English.
  • Demonstrates the ability to make difficult decisions after considering and evaluating various alternatives.
  • Interacts effectively with others and exercises good judgment when dealing with people in sensitive situations.
  • Displays effective ability to collaborate with internal and external departments as needed in order to meet the needs of the Sheriff's Office.
  • Ability to use computer systems including MS Office Suite programs.
  • Capacity for developing and/or adapting to new ideas and changing conditions.
  • Ability to prepare complex reports relating to human resource matters.
  • Ability to establish and maintain effective working relationships with superiors, co-workers, and the general public.
  • Skilled in administrative management, interpersonal relationships, public relations, communication and problem solving.
  • Ability to supervise subordinate employees.
  • Ability to apply sound reasoning and decision-making.
  • Attention to detail and subtle irregularities.

MINIMUM QUALIFICATIONS:
EDUCATION: Bachelor's Degree in Nursing or a related field.

EXPERIENCE: Eight (8) years' experience as a Registered Nurse, five (5) years' experience of supervisory/management experience, and two (2) years' experience in purchasing/contract management.
OR
Any equivalent combination of education and/or experience that satisfy the requirements of the job as approved by the Sheriff.

CERTIFICATIONS / LICENSES: Registered Nurse license.

PREFERRED QUALIFICATIONS:
Master's Degree in Nursing or a related field. Three (3) years' nursing experience with a law enforcement or corrections agency. Purchasing/contract management experience in a government setting.

NECESSARY SPECIAL REQUIREMENTS:

  • Must have and maintain a valid Colorado driver's license and a satisfactory driving record.
  • Nursing license must be in good standing with the State of Colorado.

PHYSICAL DEMANDS:

JOB-RELATED CONTACTS:
Contacts frequently include meeting with existing or potential contractors. Information given and received is often of a critical and confidential nature. This position requires the ability to work and communicate effectively, clearly and concisely, during contact with contractors, employees, the general public, and inmate-patient or arrestees, which occur on a daily basis. Hand-to-hand exchanges and face-to-face verbal communications between the member and the public are required on a constant basis.

WORK ENVIRONMENT:
Work is performed in a jail environment. Work is generally performed in a climate-controlled office/medical clinic setting or prisoner housing areas. Occasionally, situations may involve hazards that could result in bodily harm and/or threat to life. May encounter violent disturbances. Performs duties onsite, except those job duties that are customarily or by nature performed offsite.

401(a) DEFINED BENEFIT RETIREMENT PLAN:
Arapahoe County Sheriff's Office employees participate in a mandatory defined benefit program designed to help employees establish a source of income for retirement years. Through the Plan, eligible employees must set aside 9.00 percent, which is subject to change in the coming years, on a pretax basis of which the County matches at 9.75%. The County also contributes 6.2% to Social Security.

BIO-HAZARD NOTICE:
This position has been determined to be an EXTREME exposure risk to "biohazards" including, but not limited to, viruses, toxins, and blood-borne pathogens, such as HIV/AIDS (human immunodeficiency virus/acquired immunodeficiency syndrome), HBV (hepatitis B virus), and air-borne transmissions of TB (tuberculosis). Members are advised that exposure to a "biohazard" may result in severe illness and/or death. Members are required by agency policy to use protective equipment and clothing. Inoculation may be required to prevent and/or treat exposures to "biohazards".

Applicants are advised that areas for disqualification from further consideration include, but are not limited to, the following:

  • Illegal Drug Use - Applicants who have recent illegal drug usage will be disqualified. Recent drug use includes marijuana within one (1) year and all other illegal drug use within the past five (5) years. All other illegal drug use will be evaluated on a case-by-case basis.
  • Any felony conviction
  • Any conviction involving an act of Domestic Violence
  • Driving Record - This includes receiving a DUI within the past five (5) years, having your driver's license suspended for any reason within the past five (5) years, and having five (5) or more tickets within the past five (5) years.
  • Outside activities which may be deemed a conflict of interest
  • Revelation or discovery of assaultive behavior
  • Documented record of prior work performance
  • Unsuccessful completion of any basic requirement
  • Inability to perform the essential functions of the position
  • Police history - type, frequency and nature of contacts(s)

REQUIRED EXAMINATIONS:
The screening process for any position within the Sheriff's Office may include written test(s), an oral interview, skills test(s) and/or other selection methods designed to measure applicants' ability to perform the essential functions of the job they are seeking.

Additional required tests/examinations also include:
  • Phase I Suitability Exam
  • Polygraph Examination
Additional screening may include:
  • Psychological Evaluation
  • Medical Examination, including a drug screen
  • Background Investigation - This will include, but is not limited to, contact with the applicant's former employers, associates, neighbors and other pertinent sources. Applicant's military history, school records, police records and driving record will also be investigated. All examinations are conducted by qualified/licensed individuals designated by the Sheriff's Office at the Sheriff's Office expense.

EXPECTED DURATION OF THE APPLICATION PROCESS:
Due to the nature of the application and selection process for the Sheriff's Office, applicants can reasonably expect the application process to take a significant amount of time to complete before a decision is made to hire or not to hire. Typically, it takes approximately six (6) to twelve (12) weeks from the date of application to complete the entire selection process. The length of time it takes to complete the process can vary depending on a variety of factors. Please note that this is an estimated duration of the selection process.

WORK SCHEDULES:
Employees are required to work the time periods and/or shifts, rotational and/or stationary, and location assignment, consistent with the needs of the Sheriff's Office.

DUTY ASSIGNMENTS:
All applicants hired by the Sheriff serve at the pleasure of the Sheriff of Arapahoe County and may be assigned to any of the agencies bureaus, sections or units at the discretion of the Sheriff or his duly appointed representative. Employment is at the will and pleasure of the Sheriff, per Colorado State Statute: 30-10-506. Written policies and other manuals do not alter the at will status of employment.

INITIAL STATUS PERIOD OF EMPLOYMENT:
Successful applicants are subject to an initial status period of employment. This initial status period is twelve (12) months for all positions. The initial status period is regarded as part of the applicant's examination process and will be utilized for purposes of employee evaluation, training and adjustment to the demands of the profession. New employees, who fail to perform satisfactorily during the period, may be separated from the Sheriff's Office, depending on the circumstance of each case.

POLICY ON REAPPLICATION:
Applicants who failed a written test may reapply and retest no sooner than three (3) months from the date they took the written test. All other applicants who are disqualified can reapply with the Sheriff's Office no sooner than one (1) year from the date of notification of non-selection.
