Job Description

Position Summary:

The F-35 Program, a joint, major ACAT 1D acquisition and life-cycle sustainment program, includes the US Navy, US Air Force, US Marine Corps, United Kingdom, seven partner countries and a growing list of Foreign Military Sales (FMS) customers. The F-35 Program has no executive service, but carries the status of a major command and is a Secretary of Defense directed program. The F-35 Joint Program Office (JPO), managed by a Program Executive Officer (PEO), who is an (0-9) Flag Officer. The PEO receives his/her authority from the Under Secretary of Defense, and alternately reports to either the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN/RD&A), or the Air Force Assistant Secretary for Acquisition (SAF/AQ), depending on the service affiliation of the current PEO). JSF receives administrative, manpower and program support from the Naval Air Systems Command and the Air Force Aeronautical Systems Center. The F-35 program's mission is to target, develop, and integrate new technologies, including advanced diagnostics, prognostics & health Management (PHM), to meet next generation strike warfare operational requirements at reduced life-cycle cost and risk.

Job Duties:
  • The incumbent provides F-35 Air System Prognostics and Health Management (PHM) data retrieval and analysis for the F-35 Joint Program Office (JPO)/Maintenance Systems PMO/PHM Integrated Product Team (IPT).
  • Downloads Failure Reporting, Analysis, and Corrective Action System (FRACAS) Data from the Anomaly Failure Resolution System (AFRS) for Data Scientists to analyze.
  • Emphasis is on concurrent integrated development of the F-35 Prognostics Health management (PHM) System. The analyst will work with the US Services, International Partners, Foreign Military Sales (FMS) customers, and contractors in an integrated team environment, to coordinate resource requirements to develop, and field an affordable and effective weapon system that is sustainable worldwide.
  • The F-35 PHM team delivers a joint decision support capability, within ALIS/ODON. It enables the USAF, USN, USMC, International Partners, and Foreign Military Sales (FMS) Customers, make intelligent, informed, and appropriate decisions across the F-35 Enterprise that influences the systems design, business, sustainment/logistics, maintenance, and operational actions, based on health state data or information, available resources, acquisition strategy, and operational demand.

DUTIES:
  • Support the PHM IPT Lead in his/her Program management execution
  • Coordinate efforts of all concerned in the development, integration, and acceptance of PHM products ensuring all PHM elements are in place to field and sustain the PHM system.
  • Possesses knowledge of state-of-the-art engineering, logistics, and industrial sustainment processes, practices, and policies (multi-service) to support fighter aircraft on a global scale.
  • Analyze contractors Earned Value Management data to determine contractors cost, schedule, and performance risks
  • Tracks resolution of Development and sustainment requirements regarding PHM performance Fault isolation, fault detection, and false alarms data
  • Knowledge of PHM Anomaly Failure and Resolution System (AFRS)
  • Perform Prognostics Health Management Joint Contract Specification (JCS) requirements analysis.
  • Continuously assess PHM AFRS performance metrics and adjust health management deficiencies.
  • Sustain, improve and optimize PHM performance while decreasing War Fighter Maintenance Workload.
  • Coordinates with and supports the development of all PHM Products, Product Quality, and their timely delivery by the Air System Contractor (ASC), Propulsion System Contractor (PSC) and their OEM's/ Support Contractors.
  • Supports the JPOs planning & budgeting via the annual Program Objective Memorandum (POM) cycle with the identification of new AS PHM resource requirements.
  • Tracks resolution of Development and sustainment requirements regarding PHM performance (Fault isolation, fault detection, and false alarms)
  • Integrates across the IPTs and domains both vertically and horizontally for the design, development and implementation of the PHM capabilities.
  • Must be able to communicate program objectives and program status effectively and concisely.
  • Perform research and analysis to find best value solutions for the F-35 ASI /PHM System.
  • Analyze trade Study results and suggest cost effective solutions.
  • Estimating the long-term sustainment cost reductions.
  • Ability to gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to the lead.

QUALIFICATIONS
  • High Schooll diploma plus 11 to 13 years experience
  • Bachelor Degree and 5 to 7 years experience
  • Masters 3 to 5 years experience
  • Experience in Logistics and Sustainment Project Management.
  • Experience in Acquisition Program Life Cycle Management.
  • Knowledge of the Federal and DoD 5000 series Acquisition Regulations.
  • Proficiency in Microsoft Office Tools, (Word, PowerPoint, Excel, Project)
  • Excellent communication and organizational skills.
  • DESIRED:
  • Engineering or System Engineering degree, and or Maintenance, R&M, or Test and Evaluation (T&E) experience
  • Comprehensive knowledge of military aviation Prognostics and Health Management logistics infrastructure and processes.
  • Aircraft Logistics, health management experience.
  • Aircraft maintenance experience.
  • Configuration Management experience.

PHM IPT Lead.

SECURITY CLEARANCE:

Secret.

TRAVEL REQUIREMENTS:

Occasional CONUS travel (2-10 trips per year) to various operating sites, labs, and contractor facilities.
