Successful candidate will perform a variety of project administration support services involving data review, reporting, project coordination, budget review, and other related duties in support of the Project/Program Manager. Strong financial background required with experience in budgeting and forecasting as the candidate provides support to the Project/Program Manager in planning, managing, and monitoring projects through its life cycle. Candidate will work on overall project planning through reporting on project schedules and deliverables for both internal and external customers. Prepares briefs management on the status of action items and metrics to track contract performance; identifies, communicates and resolves risks. Coordinates projects; develops systems for data collection, reporting criteria and records; researches and compiles statistics and data for projects; may assist in writing narratives for reports. Tracks document submissions; creates, monitors and maintains audit files. Identifies and resolves issues to eliminate or mitigate the occurrence of consequences that may impact the success of the project. Prepares monthly variance reports. Evaluates and monitors the performance and efficiency of programs to ensure that program implementation is on target.

This position will support a mission management tool called the Minotaur Mission Processor. Minotaur ingests data from various sensors on manned and unmanned surveillance aircraft to enhance an operator's ability to identify tracks from various on-board sensors, from both sea and land that is utilized in all branches of the military. Responsibilities include supporting Program Manager with detailed financial analysis, forecasting, estimating, tracking, and reporting. This includes creating spend plans for Alion to include subcontractor inputs, to include working directly with subcontractor financial points of contact to ensure timeliness of information.

Duties:
  1. Performs complex analysis of budgets and schedules needed to meet contractual/project requirements for assigned portions of a program or programs.
  2. Acts as a key technical expert on financial analysis issues.
  3. Coordinates, negotiates and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements.
  4. Establishes and defines program plan requirements for assigned work.
  5. Coordinates interdepartmental development of program plans and interfaces with vendors and customers as required.
  6. Monitors and reports performance against plans to ensure that contractual cost and schedule objectives are met.
  7. Monitors the status of financial accounts, ensuring that task order charges accurately reflects the correct labor hours and rates, subcontractor costs and other direct costs (ODCs).
  8. Monitors spending versus plan and notifies management promptly of any over runs/under runs. Prepares financial reports, statements and estimates (such as 553M, 533Q, and cost estimate portion of the Task Order Plan) that are provide to the Government to ensure effective management.
  9. Coordinates, negotiates and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements. Interfaces with top management, responding to their requests for financial data.
  10. Resolves reporting and compliance issues.
  11. Willing to travel up to 10% of the time.

Recommended Qualifications:
  • Bachelor's degree in Accounting or Finance required
  • At least 8 years of program finance experience required
  • Demonstrated experience managing a program budget
  • Familiar with Earned Value Management concepts and pracrtices
  • Experience with government contracting, FAR, indirect rate structures, etc.
  • Hands-on experience with Costpoint, Cobra and Microsoft Office preferred
  • High level of Microsoft Excel experience
  • Must be well-organized and detail-oriented
  • Must be an effective communicator
  • Must be able to obtain a Secret clearance
