Summary

Huntington Ingalls Industries is looking for an experienced Military Analyst Lead to support the Navy Warfare Development Command in Norfolk, Va. The Navy Warfare Development Command (NWDC) maintains authority and responsibility to plan, administer, execute and assess the Fleet Experimentation (FLEX) program under the sponsorship of US Fleet Forces Command and US Pacific Fleet.
The Military Analyst Lead will work as an integral part of NWDC N8 Experimentation Directorate providing operational research analysis of experiments/events supporting FLEX and other DOD/DON experiments.

This position is contingent upon contract award and funding.

• Conduct experimentation event/initiative planning, design, and execution.
• Participate in all phases of experiment life cycle including the Initial Planning Conference, Main Planning Conference, Final Planning Conference, Execution, and Post Execution activities.
• Develop experiment objectives, plans, and recommended courses of action throughout the event lifecycle.
• Provide primary analysis support for fleet experiments including war games, tabletop analyses, fleet exercises and experiments, Limited Objective Experiments and joint experiments and exercises.
• Conduct rigorous concept development analysis and evaluation, including examination of various proposals/positions or tests.
• Coordinate with principal internal and external FLEX stakeholders.
• Align experiment initiatives with fleet events and venues.
• Provide technical experiment subject matter expertise.
• Assist knowledge management processes using government provided portals or websites for event, initiative and analysis document development.
• Develop final experiment reports based on analytical rigor.
• Develop post-experiment doctrine, organization, training, materiel, leadership and education, personnel and facilities (DOTMLPF) change recommendations.

Qualifications
• Bachelor's degree required, master's degree preferred with at least 10 years of operational experience.
• Must have active Top Secret security clearance and be eligible for SCI access.

• Retired or former Navy line officer with operational experience is a requirement.
• Must have direct experience with Navy Warfare Publications, Tactics, Techniques, and Procedures; and Tactical Memorandums.
• Must be proficient in MS Office applications and possess advanced writing/briefing skills. Member will draft and deliver briefs and reports for senior officers and executive civilians.
• Must be able to work in a team and individual environment on multiple projects simultaneously.
• Must have fleet operations, test and evaluation, or experimentation planning and execution experience. Squadron, group or fleet staff; or operational test and evaluation team preferred.
• Knowledge or experience in one of the maritime domains (air, surface, and undersea), desired but not required.
• Must be able to travel, and ride Navy, MSC, and commercial ships, boats, and submarines, periodically.
