Job Description

Implements and supports Knowledge Management (KM) policies, strategies, practices and projects to accomplish the vision, mission, and strategic objectives of the Defense Security Cooperation Agency (DSCA) organization.

Works with individuals and organizations within DSCA to determine KM requirements and business processes. Assesses existing and emerging capabilities to fulfill those needs, and provide recommendations to leadership for implementation. Engages, analyzes, designs, builds, tests, deploys and monitors KM initiatives.

Serves as an expert KM practitioner and functional/technical agent. Identifies internal and external best practices. Assists process/functional owners to plan and implement best KM practices throughout assigned teams. Facilitates, monitors, and promotes the use and improvement of common knowledge management processes and approaches across the community. Coaches and champions online Communities of Practice (CoPs) and Communities of Interest (COI). Implements strategies to enhance explicit and tacit knowledge production, management and sharing. Identifies and supports Subject Matter Experts (SMEs), coaches and mentors. Facilitates and trains on KM best practices.

Evaluates and assists in establishing roles and responsibilities for supporting a knowledge management environment and culture. Builds and supports knowledge teams. Develops and executes plans to support and promote knowledge management. Supports and maintains the continuous development of new organizational and online communities of practice; promotes knowledge (both tacit and explicit) as assets to the organization; integrates change management programs, and business transformation to assist in moving toward a knowledge-centric culture. Implements techniques to support this task to include assessing the needs of staff, knowledge mapping/taxonomies, and knowledge audits.

Serves as a content and broadcast facilitator for knowledge objects on portals. Assists staff ensuring content objects within websites and knowledge databases are current, relevant, iterative, non-duplicative and follow review and approval processes. Ensures that content is in compliance with DOD and IT information security standards, the organizations vision, goals and implementation plan, and approved policies and guidelines. Assists in developing the strategy for optimal use of SharePoint and other collaborative tools within the organization. Takes a leading role in implementing SharePoint across the entire organization. Participates in planning and execution of tasks related to the evaluation of new SharePoint based initiatives. Guides the implementation of SharePoint across multiple teams, including providing training to users. Configures and maintains document libraries, lists, and site collections. Studies customer requirements and translates them into directory structures. Determines how web pages should be organized and the procedures to organize and obtain required information. Serves as the KM representative at meetings and seminars designed to arrive at solutions to mutual problems encountered, and to provide knowledge and information.

As required, supports preparation of written materials and provides KM updates in staff meetings and training conferences, and other selected venues in order to ensure the KM program is in concert with the knowledge strategy and requirements.

Prepares and presents briefings as required to promote the KM program. Ensures the staff is trained/oriented on using the KM practices, techniques and technology tools. Implements training plans and materials for teaching how to access and use KM capabilities.

Responsible for developing and maintaining complex knowledge management applications designed to identify, create, represent, and distribute knowledge for reuse, awareness and learning.

Works with users to design, develop and test complex knowledge capture processes and workflows, search capabilities and measurement approaches.

Designs, develops, implements and maintains SharePoint-based applications and 3rd Party SharePoint related software for knowledge management applications.

Uses available tools and/or web-based application development methodology to provide web-based solutions.

Plans, schedules and conducts systems tests; monitors test results, and takes appropriate corrective action.

Working with management, develops, administers and analyzes reports on application usage and knowledge contributions.

Develops technical user guides and other technical documentation.

Maintains current knowledge of relevant technologies as assigned.

Provides guidance to less experienced Knowledge Management Analysts.

Excellent communication, presentation, and interpersonal skills.
Candidate will need to have a Secret clearance
Bachelor's Degree in Business, Management, Software Design, IT or related area and 8 plus years' experience.
