Job Description

Position Overview:

Implements and supports Knowledge Management (KM) policies, strategies, practices and projects to accomplish the vision, mission, and strategic objectives of the Army Joint Munitions Program (JMP) and their new Knowledge Center. Works with individuals and organizations within JMPo to determine JMPo Knowledge Center requirements and processes. Assesses existing and emerging capabilities to fulfill those needs; provides courses of actions, (COAs) and recommendations to leadership for implementation. Assists JMPo in tool selection and planning to move JMPo Knowledge out of an old system and into their new system, the JMPo Knowledge Center. Designs, builds, tests, deploys, and monitors the JMP Knowledge Center and related KM activities. Serves as an expert KM practitioner, functional, and technical agent. Identifies internal and external best practices. Assists process/functional owners to plan and implement KM best practices. Facilitates, monitors, and promotes the use and improvement of common knowledge management processes and approaches across the community. Implements strategies to enhance explicit and tacit knowledge production, management and sharing. Identifies and supports Subject Matter Experts (SMEs), coaches and mentors. Facilitates and trains on KM best practices. Evaluates and assists in establishing roles and responsibilities for supporting a knowledge management environment and culture. Develops and executes plans to support and promote knowledge management. Supports and maintains the continuous development of new content, promotes knowledge (both tacit and explicit) as assets to the organization; integrates change management to support the evolving JMPo Knowledge Center features, processes, and priorities. Assists staff ensuring content is current, relevant, non-duplicative and follows review and approval processes. Ensures that content follows DOD and IT information security standards, the organizations vision, goals and implementation plan, and approved policies and guidelines. Assists in developing the strategy for optimal use of the JMPo Knowledge Center and other collaborative tools within the organization. Takes a leading role in implementing the JMPo Knowledge Center across the entire organization. Guides the implementation of the JMPo Knowledge Center across multiple teams, including providing training to users. Configures and maintains document libraries, search features, and featured and latest content views across the Knowledge Center.

Duties and Responsabilities:
  • Prepares and presents briefings as required to promote the JMPo Knowledge Center.
  • Plans, schedules, and conducts systems tests; monitors test results, and takes appropriate corrective action.
  • Works with management, develops, administers, and analyzes reports on application usage and knowledge contributions.
  • Develops technical user guides and other technical documentation.
  • Maintains current knowledge of relevant technologies as assigned.
  • Provides guidance to less experienced Knowledge Management Analysts.

Knowledge, Skills, and Abilities:
  • Document and Content Management, including:
    • user access
    • permission groups
    • document version control and naming conventions
    • content sharing and promotion
    • approval/publishing workflows
  • Design and implementation of :
    • business term sets/metadata to aid in knowledge center search and filtering, such as programs, document types, and topics
    • user alerts on new content
    • short cut views to frequently accessed and new content
    • simple permissions management interface to add, remove and view permissions
  • Provide industry standard collaboration techniques
  • Gather and document requirements
  • Content migration experience
  • System and training documentation/ tech writing capabilities
  • Knowledge of enterprise portals and intranets
  • Excellent communication, presentation, and interpersonal skills
  • Strong knowledge of web usage, administration, and project management
  • Business Analysis, data mining and data dictionary definition
  • Bachelor's Degree in Business, Management, Software Design, IT or related area and 8 plus years' experience.
