Job Description

The Finance/Program Analyst participates in the planning, tracking, analysis and reporting of performance on projects of varying contract type, size, complexity, and level of risk. The Finance/Program Analyst is a key member of the on-site program team and works directly with the Program Manager to help define the project's financial goals and objectives and recommends actions to improve progress and performance. The Finance/Program Analyst will have significant interface with Program/Project Managers, on-site government personnel, and other functional organizations including contracts, finance, accounts receivable, subcontract management and procurement. The Finance/Program Analyst will perform diverse financial and administrative functions for Project and Program Management support including, but not limited to, project financial analysis, project budget tracking and variance reporting, proposal support and preparation, and contract/subcontract management.

Job Duties:
  • Provide cost, schedule and funding planning, reporting, monitoring and analysis support to Program/Project Managers
  • Prepares program financial Estimates at Complete (EAC) and ensures revenue and profit are recorded in compliance with the EAC
  • Prepare program forecasts, and provide accurate variance analysis and reporting
  • Identify project financial risks and opportunities and advise management on the optimal path forward
  • Prepare/coordinate technical and cost proposals for submission to the government
  • Prepare/coordinate subcontractor Request for Proposals, proposal evaluations, and resulting awards
  • Prepare and/or approve purchase requisitions for subcontractor/vendor purchase orders
  • Review and assess contract modifications. Advise the program management team of impacts as necessary
  • Monitor costs and manpower ensuring that actuals are within budget and charged to the correct job number. Process reclasses as required.
  • Monitor and track multiple project budgets and expenditures
  • Prepare/Support internal program review presentations for management such as Operations Reviews, Proposal Reviews, etc.
  • Prepare financial Contract Data Requirements (CDRL) for programs. Ensure contractual requirements are met and customer financial deliverables are accurate and on time
  • Perform ad-hoc financial analysis on the contract as requested by PMO and others
  • Monitor funding status, providing reliable and timely notification of funding status by line item detail as required
  • Provide administrative oversight of timesheets and expense reports for program personnel
  • Assist in the administration of the government program's internal purchase request system
  • Support accounts receivable as required during the billing processing. Monitor billing/payment status and resolve issues in a timely manner
  • Review and approve subcontractor and vendor invoices for payment, and prepare accruals as required
  • Ensure adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, FAR and all company policies and procedures as they related to contract performance and financials
  • Additional duties and responsibilities as assigned

Qualifications:
  • 8+ years or Bachelors with 2+ years of program control/financial analysis and program analyst experience required
  • Must be able to obtain and maintain a Top Secret security clearance with enhanced security checks
  • Must be proficient in Excel, Word, PowerPoint, and the overall MS Office suite
  • Must have experience in proposal writing and development
  • Strong organizational skills, able to handle multiple tasks at one time and meet deadlines
  • Must be analytical, possess strong communication skills and work independently and as a member of a team
  • Familiarity with multiple government contract types, such as IDIQs, FFP, FPLOE, T&M, CPFF, and hybrid
  • Strong customer service focus
