Summary

Huntington Ingalls Industries Technical Solutions Division is seeking a highly motivated individual with Information Systems managerial skills and system engineering experience to manage an IT Lab facility located at the government customer site in Virginia Beach, VA.

What you will do

Manages all operational and technical aspects of the Lab facility located on the government customer site in Virginia Beach, VA. Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.

  • Serves as the primary lab manager and advisor to the DoD customer on the military installation.
  • Manages all activities associated with the lab facility to include; projects involving Science and Technology (S&T) experimentation, schoolhouse training systems, shipboard embedded training systems within the Research, Develop, Test and Evaluation (RDT&E) and Live-Virtual-Constructive (LVC) training environments.
  • Develops and distributes test plans and reports, provides technical recommendations, as well as, collects metrics and lessons learned from test and integration events.
  • Manages a team of system and software engineers responsible for identifying, troubleshooting, and resolving complex system engineering issues related to the software, hardware, network, etc. components within the lab facility.
  • Provide briefings and conduct technical demonstrations in the lab facility for senior management, distinguished visitors, and other stakeholders.
  • Develops, maintains, and distributes the project schedule to various government and contractor stakeholders.
  • Conducts periodic inventories of Government off-the-shelf (GOTS) systems within the lab facility.
  • Conducts procurement of GOTS and Commercial off-the-shelf (COTS) systems for use in the lab facility.
  • Adheres to cyber security policies and procedures as it pertains to the systems and network located within the lab facility.


What we are looking for

6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.

The ideal candidate must possess the following additional minimum qualifications below:

• Demonstrates knowledge and proficiency in operating with the Navy Continuous Training Environment (NCTE), Navy Training Baseline (NTB), Advanced Training Domain (ATD), Battle Force Tactical Training Aegis Combat System, or Surface Training Advanced Virtual Environment (STAVE).
• Demonstrates knowledge and proficiency in providing operational or technical support to Fleet Synthetic Training (FST) or other Live, Virtual, and Constructive (LVC) training events.
• Possesses knowledge or experience in using High Level Architecture (HLA) and Distributed Interactive Simulation (DIS) protocols.
• Possesses knowledge of DoD Cyber Security policies and procedures.
• Must reside within commuting distance of the work location at the military installation in Virginia Beach, VA. Relocation assistance is not provided.
• Must be willing to travel in CONUS up to 20%.
• Must be a U.S. Citizen.
• Must be able to obtain and maintain a Secret security clearance.

  • Bachelors in Management, Computer Science, Computer Engineering or related discipline
  • Possesses strong verbal and written communication skills, as well as, provides technical recommendations to DoD customers.
  • Possesses self-motivated skills and is able to manage responsibilities with limited oversight.
  • Possesses strong interpersonal skills and demonstrates the ability to perform duties within in a collaborative team environment consisting of DoD personnel and various industry partners.
  • Possesses proficiency in Windows and Linux-based applications.
  • Possesses proficiency in Microsoft PowerPoint, Word, Excel, Project, Visio applications.
  • Possesses proficiency in SharePoint, Confluence, and Jira collaborative workspaces.
  • Possesses an active Secret security clearance.
  • Possesses a degree in Management, Computer Science or Computer Engineering or related discipline.

Physical Requirements

Adequate visual acuity and manual dexterity for meeting the requirements of the Systems Analyst discipline.

Capable of lifting and moving of materials up to 50 lbs. may be required.
