Position Summary

Alion seeks a Chief Engineer for all technical aspects and development of innovative solutions and emerging technologies. The Chief Engineer provides expert engineering advice in support of various innovation and experimentation efforts associated with big data, multi-domain solutions, artificial intelligence/machine learning, and Intelligence, Surveillance and Reconnaissance (ISR) mission areas. The Chief Engineer provides expertise and leadership to ensure that innovative technologies proposed address mission needs. This individual is the primary resource for advising senior Government leadership and decision makers on the efficacy of innovations and solutions.

  • Conducts highly complex systems engineering projects providing highly advanced research, development, design, analysis, production, implementation, and consultation. Expected to spearhead innovative solutions going beyond the existing boundaries of technology.
  • Works across DoD lines of organizations in support of program development and technical execution on technically complex, high impact programs. Sets technical direction and conducts execution oversight for high visibility technically complex programs.
  • Applies expert knowledge of scientific practices and principles in formulating or approving technical applications in broad areas of assignment.
  • Maintains a liaison role on technical matters with staff and customers and acts independently to uncover and resolve problems associated with the development and implementation of operational programs.
  • Ensures the technical integrity of mission concepts, approaches, and analyses for test and evaluation of a wide range of new and emerging DoD tools. This includes architecture development, requirements analysis, concepts of operation, interfaces, hardware and software design, acquisition, integration, validation, and verification.
  • Advises senior management on challenging technical issues, assures the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to senior management, program, and technical staff. Establishes peer groups of senior technical staff to periodically review technical plans, results, and work products from the organization.
  • Oversee and perform highly complex and advanced engineering work concerned with the design, evaluation, planning, testing and operation in support of solution development, engineering analysis and research for multiple efforts.

  • Determines the customer's position on technical issues collectively with senior engineering staff members. Serves as the senior technical authority in the application of advanced theories, concepts, principles, and processes in areas of expertise. Advises the technical staff in developing appropriate approaches to complex or technically difficult tasks.
  • Prepares and presents briefings to customers and sponsors on unique technical contributions planned, in progress, or projected in Alion's support to the contract. Conducts briefings with staff to communicate state-of-the-art developments in areas relevant to the contract.
  • Serves as the definitive technical authority for all aspects of engineering on all program elements (hardware/software/support/test) and leads a multi-disciplined engineering team managing the technical performance of the program meeting technical requirements including subcontracted elements. Coordinates requirements development, hardware/software design, verification, and validation activities.
  • Ensures that the program is adhering to sound engineering processes in the development, production, test and sustainment of products for the customer and is compliant with customer policies, procedures, and standards. Resolves highly complex problems using significant application of technical knowledge, conceptualizing, reasoning and interpretation.
  • Complies with all corporate and government policies and procedures, including quality assurance and security procedures in the performance of duties.
  • Establishes and monitors standards for internal quality programs. Provides recommendations for improvements to existing quality systems or applicable company procedures.

Required Education and Experience (Mandatory)
  • Bachelor's degree in engineering or science and 10+ years of prior relevant experience or Masters in Systems Engineering with 5+ years of prior technical and leadership experience, with demonstrated expertise in systems integration.
  • Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.
  • Experience with the full systems engineering life-cycle to include requirements definition, architecture, detailed design, test, deployment, and training.
  • Experience crafting technical strategies, approaches, or architectures supporting cutting-edge development and program growth efforts.

Desired Experience:
  • A Master of Science in systems engineering or other scientific discipline.
  • Experience working as a Senior Level Test Engineer in one or more of the disciplines related to cyber, technical integration of new and emerging technologies into legacy systems, multi-domain situational awareness and/or command and control, artificial intelligence, and large data analytics and visualization.
  • Active TS/SCI clearance is desired.
