We are looking for an experienced and hands-on Outsourcing Manager to join our fast-growing, regulated FinTech entity in Luxembourg. As the dedicated point of contact for outsourcing matters, you will play a key role in ensuring that our outsourcing arrangements meet the highest standards of regulatory compliance, operational efficiency, and strategic alignment.
This role requires a highly skilled professional with a deep understanding of, and experience implementing, Luxembourg's regulatory outsourcing requirements, including CSSF Circular 22/806 and EBA outsourcing guidelines. You will drive the implementation, monitoring, and governance of the outsourcing framework, ensuring seamless collaboration with third-party service providers and intra group entities.

Responsibilities
- Develop, implement, and maintain a robust outsourcing framework in line with CSSF and EBA outsourcing guidelines, ensuring compliance with all regulatory requirements.
- Regularly review and update outsourcing policies, procedures, and registers to reflect changes in regulations, business needs, and risk profiles.
- Conduct due diligence on prospective outsourcing partners, including assessing their technical, operational, and risk management capabilities.
- Manage and oversee relationships with third-party and intra group service providers, ensuring adherence to SLAs, KPIs, and regulatory expectations.
- Maintain and monitor the outsourcing register, ensuring it is always accurate, comprehensive, and up to date.
- Serve as the primary point of contact for outsourcing-related regulatory matters, including audits and inspections by the CSSF.
- Prepare and deliver outsourcing-related reports to the CEO, board, and regulators, highlighting risks, performance, and compliance levels.
- Ensure all contractual agreements with outsourcing providers meet CSSF requirements, including clear definitions of responsibilities and exit strategies.
- Identify, assess, and mitigate outsourcing risks, ensuring alignment with the entity's overall risk appetite and framework.
- Ensure all outsourcing arrangements undergo regular risk assessments and performance reviews, addressing gaps or deficiencies promptly.
- Escalate material risks or issues related to outsourcing to senior management and ensure timely remediation.
- Work closely with compliance, legal, and risk teams to ensure outsourcing arrangements are integrated into the entity's broader governance and operational frameworks.
- Collaborate with internal stakeholders and outsourcing providers to implement changes or enhancements as part of a culture of continuous improvement.
- Support internal teams in understanding outsourcing requirements and fostering a compliance-driven approach to vendor management.
- Ensure all outsourcing arrangements are aligned with the entity's business continuity and operational resilience plans, including conducting regular testing.
- Develop and maintain contingency plans and exit strategies for critical outsourcing relationships.
Qualifications
Minimum Qualifications
- At least 5+ years of experience in outsourcing and vendor management within a regulated financial services environment, preferably in payments, FinTech, or banking.
- Strong knowledge of CSSF Circular 22/806, EBA outsourcing guidelines, and other relevant Luxembourg regulatory frameworks.
- Proven ability to design, implement, and manage outsourcing frameworks in a hands-on, high-performing environment.
- Deep understanding of regulatory outsourcing requirements, including contractual obligations, due diligence, and risk management.
- Strong project management skills, with the ability to manage multiple priorities and deliverables simultaneously.
- Exceptional communication skills, both verbal and written, with the ability to engage effectively with internal and external stakeholders at all levels.
