Position Summary: The Research Analyst is a professional position within the Department of Research and Planning/Massachusetts Sentencing Commission. The position involves high-level quantitative and qualitative analysis to conduct research and assist with research design, The research analyst plans and implements research activities taking into consideration data availability, resources, and time constraints; other duties include conducting and monitoring research projects in order to ensure high-quality work and process. The primary function of this particular research analyst position is to analyze, evaluate, and report data in support of the programs, processes, and services that are provided by the Trial Court Human Resources Department.
Supervision Received: Work is performed under the joint direction of the Director of the Department of Research and Planning and the Chief Human Resources Officer and is evaluated for professional competence and conformity to policy.
Duties:
• Employs high-level quantitative and qualitative analytical skills to conduct research, including assisting with research design;
• Plans and implements research activities taking into consideration data availability, resources, and time constraints;
• Conducts and monitors research projects in order to ensure high-quality work and timely progress;
• Serve as the lead contact for ad hoc, standard and custom data requests and reporting for the Human Resources Department;
• Access, extract, format, analyze, manage, and report on large complex data sets from multiple systems;
• Fulfill data analysis and reporting needs that include compensation, headcount, turnover, diversity, and other workforce demographic information;
• Develop and/or maintain HR data tools, reporting and dashboards;
• Determine methods and procedures for data collection, including data collection instruments;
• Analyzes data in order to draw conclusions and make recommendations based on the research and policy analysis results;
• Review reports and other written products for accuracy, completeness, and content;
• Writes reports based on research findings and prepares policy briefs on public safety and criminal justice issues;
• Collects information from a variety of sources, including literature reviews, internet searches, and consultation with experts;
• Provides support, mentorship, and limited oversight of project responsibilities and work quality of research analyst(s) at lower grade;
• Provides technical assistance, such as training on performance measurement, program evaluation, research methods, and data collection to Human Resources staff as indicated;
• Responds to requests for information from EOTC executive staff as necessary;
• Provides research and data for inclusion in applications for federal funding and grants management;
• Performs other related duties as required.

Qualifications
Minimum Requirements: Applicants must have (A) a bachelor's degree from a recognized degree-granting college or university; (B) Two years of full-time, or equivalent part time, technical or professional experience in research or statistical work; or (C) the substitution listed below.
Substitution : A Graduate degree from a recognized degree granting college or university may be substituted for the required (B) experience. * Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
PREFERRED KNOWLEDGE, SKILLS, AND ABILTIES:
• Ability to leverage HRIS and Applicant Tracking systems and platforms to analyze workforce data from multiple sources to provide meaningful business insights that support our strategic workforce planning and talent management needs.
• Ability to develop consultative partnerships with HR team members.
• Effective presentation skills suitable for all levels of the Trial Court.
Preferred Qualifications: Experience working with Masscourts data.
Employment with the Trial Court is contingent upon passage of a criminal record check.
