Job Description

MassDOT is looking for an Application Support II to join the application development and maintenance team to understand business processes, objectives and requirements, while leveraging the FAST software to maximize productivity, improve customer service, and achieve development objectives.The Application Support II will be responsible for supporting the continued development efforts of the MassDOT RMV business division's application platform with a primary focus on the RMV ATLAS Application (a FAST Enterprise COTS application customized to the MA jurisdiction).

To successfully build new features, troubleshoot and debug application issues, the Application Support II needs to be fluent in the Microsoft Application Development Stack (including Microsoft SQL Server, Microsoft VB.Net, and C# development. The Application Support II willfunction as a primary developer of feature requests to enhance and modify RMV business applications. The Application Support II must adhere to all MassDOT and Executive Office of Technology Services and Security (EOTSS) security standards and directives.

The primary work location for this role will be at 10 Park Plaza, Boston, MA 02116. The work schedule for this position is Monday through Friday, 9:00 AM - 5:00 PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Some travel may be required as needed to the RMV HQ at 25 Newport Ave Ext, Quincy, MA 02171.

Duties and Responsibilities:

  • Understand RMV Business requirements and how they can be implemented in .Net based proprietary ATLAS RMV platform as feature changes or new features
  • Develop a deep understanding of the ATLAS configuration capabilities and how to extend them through business objectives
  • Develop .Net application solutions based on MassDOT development standards and best practices, including FAST Application Development standards and constraints
  • Evaluate existing ATLAS features and solutions to reprogram, update and add new features
  • Collaborate with other development team members to deliver solutions on schedule
  • Follow FAST/MassDOT development and production deployment best practices: Perform unit, integration, and functional testing before migration between development environments
  • Participate in bi-weekly code deployment cycle
  • Provide troubleshooting and help to debug applications for less seasoned Applications Developers
  • Provide technical representation on a project team from definition through delivery and continuing via ongoing support
  • Make recommendation on technology and development strategies that will increase cost effectiveness and system flexibility (reduce "technical debt")
  • Develop an understanding of the ATLAS application's core features
  • Create or verify technical documents including application architecture, designs, and integrations processes
  • Ability to mentor, assist and other development team members
  • Act as liaison between Atlas Application Support Team and vendor technical resources
  • Conduct and/or participate in peer reviews and code reviews as required
  • Attend training as required
  • Attend annually required secure coding & security best practices training

Preferred Knowledge, Skills, and Abilities:

  • Three (3) + years of demonstrated experience designing and developing larger-scale enterprise applications
  • Hands-on experience and knowledge in some of the following technologies: Visual Studio 2022, Microsoft .Net Framework, VB.NET or C# language experience
  • Experience developing .Net Web Services
  • Proficiency in database SQL language
  • Familiarity with application development for General Accounting systems a plus (GL, Revenue, Finance)
  • Demonstrated knowledge of formal software development life cycle methodologies
  • Demonstrated knowledge of technical application tools in the marketplace
  • Proven track record of helping to deliver application projects on time and on budget
  • Knowledge of Service Oriented Architecture (SOA) and standards
  • Familiarity with architecture styles/APIs (REST and SOAP)
  • Understanding of Hybrid, Agile and Waterfall methodologies
  • Proven interpersonal skills and ability to communicate effectively across all parts of the organization
  • Ability to work individually or as part of a team and develop relationships within the team and across the business
  • Strong analytical skills with the ability to analyze software problems and issues in order to develop solutions
  • Ability to engineer software solutions that integrate with multiple vendor products
  • Sound problem resolution, judgment, and decision-making
  • Track record of successfully learning and implementing new technologies
  • Familiarity with reporting using large datasets and tools (PowerBI)
  • FAST DSVS product knowledge a plus

Minimum Entrance Requirements:

Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor's degree or higher in a related field may substitute for the required experience.
