JOB SUMMARY
The Director, State Government Affairs, will report to the Vice President, Local Government Affairs & Franchising, but will also support the Vice President, Legislative Affairs & Ethics and may support other members of the corporate State Government Affairs leadership team as needed. Job responsibilities will include supporting and coordinating state and local franchising activities, and providing support for programs and policies of government affairs, including lobbying and political ethics compliance. The candidate may also assist with the negotiation of Charter's local franchises and achievement of Charter's state legislative goals, including state and local policy initiatives.

MAJOR DUTIES AND RESPONSIBILITIES
•Coordinate with VP, Local Government Affairs & Franchising, to support field teams to enable timely completion of franchise renewals consistent with company polices

•Coordinate with VP, Legislative Affairs & Ethics, to advise colleagues on lobbying, political ethics, reporting and compliance matters

•Track and manage franchise renewal and transfer efforts consistent with annual renewal goals across five state government affairs operating regions

•Prepare franchise renewal applications and supporting data for renewal negotiations

•Assist in preparation of corporate government affairs renewal strategy and participate as needed in franchise renewal negotiations with municipalities and/or their consultants

•Coordinate with other business units within the company to ensure government affairs initiatives and procedures are consistent with broader company goals and processes

•Remain informed about various issues within Charter as well as issues being considered by state legislatures and local governments

•Understand company priorities and concerns and effectively communicate those concerns to government affairs and company leaders

•Prepare talking points, memoranda and other written communications advising field on legal developments concerning cable franchising, the cable industry, and political ethics developments

•Assist in development and implementation of compliance related policies and procedures as needed

•Prepare political ethics reports and ensure timely filing of reports with state and local agencies

•Review, interpret, and communicate meanings of the terms and conditions of franchises, franchise-related agreements, and other contracts for implementation to ensure compliance with legal and regulatory standards

•Respond to and monitor resolution of escalated complaints from local and state government authorities

•Supervise maintenance of master franchise database

•Manage and support field teams in reviewing and responding to franchise fee audits and other franchise related issues

•Consistent exercise of independent judgment and discretion in matters of significance

•Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) as necessary

•Other duties and responsibilities as assigned

QUALIFICATIONS
•Ability to communicate and advocate for company positions and policies

•Knowledge about the professional standards for lobbyists

•Ability to synthesize complex problems/policy issues while identifying their related business implications and the actions necessary to advocate a recommended outcome

REQUIRED QUALIFICATIONS
Skills/Abilities and Knowledge
•Ability to communicate orally and in writing in a clear and straightforward manner
•Ability to handle multiple projects and tasks
•Ability to make decisions and solve problems while working under pressure
•Ability to read, analyze, and interpret contracts, cable franchises, legislation, statutes, regulations, agency notices, and public filings
•Ability to work independently
•Ability to use personal computer and software applications (i.e. word processing, spreadsheet, presentations, etc.)
•Ability to write talking points, speeches and articles for publication and to effectively present information to top management, legislators and staff, public groups, and/or boards of directors
•Knowledge of cable television products and services preferred

Education
•Bachelor's degree
•Law degree and active license to practice law preferred

Related Work Experience
•Strong negotiating skills
•5+ years of Cable and/or telecommunications or legal experience preferred
•Political/government relations experience preferred
