Background
Capital Risk Management (CRM) is an independent risk function and second line of defense for the firm's capital management activities and compliance with regulatory capital rules (Basel and related), including requirements across various jurisdictions for Material Legal Entities (MLEs). CRM comprises subgroups including Capital Risk Policy (CRP), Capital Risk Coverage, and Capital Risk Analytics. CRP supports the firm's adherence to regulatory capital rules through integration into the firm's Capital Governance Framework primarily through oversight and effective challenge of exposure categorization and capital requirement calculations driven by internal regulatory policy guidance, rule interpretation, estimation method review, data governance oversight and implementation/testing of Basel and related RWA calculations.

Role Overview
The Head of Capital Risk Policy, leads a global team of regulatory capital policy experts responsible for the independent assessment, measurement, monitoring, and control of capital risk across the Firm. This role ensures the Firm maintains sufficient capital to support business activities and associated risks under both normal and stressed conditions. The position drives the ongoing monitoring and evolution of the Firm's Basel and related regulatory frameworks, ensuring compliance with all applicable rules and guidance. Responsibilities include conducting complex assessments of regulatory capital rule implementation, especially where rules materially impact risk-weighted asset calculations, and collaborating across global jurisdictions to implement legal entity capital frameworks.
Essential Skills and Responsibilities
Strategic Leadership: Set vision and lead a global team in capital risk policy.
Regulatory Expertise: Deep knowledge of Basel and related regulations; ensure firm-wide compliance.
Risk Assessment: Independently assess, measure, and monitor capital risk to maintain capital adequacy.
Standards Development: Draft, review, and implement capital risk standards globally.
Basel Compliance: Oversee ongoing monitoring and evolution of Basel and regulatory guidance.
Complex Rule Assessment: Conduct deep dives into complex capital rule applications impacting RWA.
Global Collaboration: Coordinate across jurisdictions to harmonize capital frameworks.
Stakeholder Management: Engage senior management, regulators, auditors, and business partners.
Quantitative & Financial Acumen: Apply advanced analytics and risk models; strong understanding of capital markets.
Project & Change Management: Lead large-scale projects and regulatory initiatives.
Technology & Data Analysis: Utilize risk systems and analytics; stay current with emerging technologies.
Decision-Making: Make sound judgments and resolve complex issues under pressure.
Ethics & Integrity: Maintain high ethical standards and risk culture.
Desirable Qualifications
Advanced degrees or certifications (e.g., CFA, FRM)
Experience in 2nd line review at a leading bank or Big Four firm
Background in capital risk management, credit risk, or structuring
Extensive experience with regulatory agencies and senior stakeholders
