Job Description Summary
The Government Contracts Manager will serve as the Subject Matter Expert (SME) providing contract leadership and strategic expertise for government project teams across the nuclear portfolio. You will be instrumental in helping GE Vernova Hitachi Nuclear Energy (GVH) further develop and execute a strategy to expand our U.S. and International Government business while ensuring full regulatory compliance throughout the acquisition lifecycle.
Job Description
Essential Responsibilities
- Proposal Leadership: Support all government proposal activities, including Request for Proposal (RFP) analysis, preparation of terms, conditions, and assumptions, and completion of compliance matrices. Identify and assess financial and business risks prior to submission.
- Regulatory & Compliance Oversight: Serve as the primary partner to the commercial and project management teams to ensure clear understanding of, and adherence to, applicable regulations. Oversee all regulatory filings and reporting required for contract performance.
- Strategic Negotiation: Research, draft, review, and negotiate government contracts. Develop and implement negotiation strategies while monitoring progress and advising management on best practices.
- Risk Management: Identify and mitigate contractual risks. Ensure organizational policies align with federal laws and regulations.
- Stakeholder Guidance: Provide expert training and guidance to internal stakeholders regarding government-specific contracting matters.
- Supply Chain Support: Partner with the Sourcing team to prepare flow-down packages for subcontractors and suppliers to ensure compliance.
- Execution Support: Provide ongoing guidance to project teams during the contract execution phase to maintain full compliance with government procurement regulations.
Required Qualifications
- Education: Bachelor's degree from an accredited university or college.
- Experience: Minimum of 10 years of professional experience in government contracting.
- Export Control: This role requires access to U.S. export-controlled information. Final offers are contingent upon the candidate's ability to obtain authorization for access to this information from the U.S. Government.
- Soft Skills: Exceptional oral and written communication skills with the ability to influence and lead. Proven ability to support multiple stakeholders concurrently and navigate a complex, matrixed organization.
- Domain Expertise: Strong, demonstrated knowledge of FAR, DFARS, DEAR, and 2 CFR 200 Uniform Guidance.
- Contracting Versatility: Experience managing various contract types, including FFP, CPFF, IDIQ, Consortium Agreements, Cooperative Agreements, and EPC contracts, as well as contract change management.
Desired Characteristics
- Technical Proficiency: In-depth understanding of the Buy American Act, Trade Agreements Act, Build America, Buy America, and other domestic preference requirements.
- Market Experience: Demonstrated experience in researching compliance issues and negotiating with international government markets.
- Professional Certification: NCMA (National Contract Management Association) certification is highly preferred.
- Industry Background: Power industry contracting experience, particularly interfacing directly with government entities or prime contractors.
- Ability and willingness to travel to Wilmington, NC as needed.

For candidates applying to a U.S. based position, the pay range for this position is between $104,200.00 and $173,700.00. The Company pays a geographic differential of 110%, 120% or 130% of salary in certain areas. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set.
Bonus eligibility: discretionary annual bonus.
