Job Description Summary
The Procurement Tendering Manager plays a critical role in the Inquiry-to-Order (ITO) phase, leading robust and competitive sourcing strategies that underpin winning, profitable bids. This role leads and manages the end to end tendering process for Heavy Duty New Units, with focus in HRSG. This role partners closely with Sales, Proposal, Engineering, Finance, and Strategic Sourcing to ensure accurate costing, controlled risk, and seamless transition from tendering to project execution. You will be the primary point of contact for all sourcing-related topics during the tender phase, ensuring suppliers are competitively selected, costs are validated, and lessons learned are continuously fed back into our bidding processes and databases

Roles and Responsibilities
- Lead robust, competitive sourcing strategies for tenders, validating accurate costing, and managing sourcing cycle times.
- Oversee the RFQ (Request for Quotation) process for high risk tenders: issue RFQs, manage clarifications, evaluate supplier quotations, and secure cost solidity for bids.
- Provide clear, data-driven cost inputs and recommendations to Sales and Proposal teams to support pricing, margin, and competitiveness decisions.
- Serve as the primary contact for all sourcing-related topics throughout the ITO process, ensuring alignment across Sales, Proposals, Engineering, Finance, and Strategic Sourcing.
- Facilitate seamless handovers between Tender and Project Execution teams, ensuring supplier commitments, risks, and key assumptions are fully documented and understood.
- Lead coordination with Strategic Sourcing, Engineering, and Finance to ensure cycle time and product cost databases (Handbook, marketing features, and cost libraries) accurately reflect current supplier rates and internal cost assumptions.
- Manage risk assessment and mitigation for sourcing during the ITO stage, highlighting exposure (technical, commercial, schedule, supplier) and providing actionable feedback to Sales and Proposal teams.
- Conduct root cause analysis for large variances between budget, tender estimates, and actuals; define and implement corrective actions in collaboration with relevant stakeholders.
- Capture and integrate lessons learned from previous tenders and executed projects to enhance future sourcing strategies, RFQ practices, and cost accuracy.
- Manage and update the SFDC (Salesforce) ITO database, ensuring sourcing-related data is accurate, complete, and timely.
- Use SFDC data and analytics to drive key ITO team discussions on costs, cycle times, risks, and supplier performance.

Required Qualifications
- Bachelor's degree in Business, Engineering, Supply Chain, or related field.
- 7+ years of experience in Sourcing, Sales, Commercial Operations, and/or Supply Chain (Power Industry preferred).
- Demonstrated experience with sourcing and procurement in complex, technical environments.
