Field Services Manager
Job Description Summary
The GSI North and South Europe (NSE) Field Services Manager is responsible for the entire scope of Field Service activities during ITO and OTR, acting under the direction and on behalf of the NSE Regional Construction & Commissioning Leader and Regional Service Leader whilst working in tandem with the NSE Commissioning Leader.
Within a given portfolio of projects, they define the Field Service strategy, lead the site teams, plans and manages the execution of the Field Service scope of work across multiple sites within the NSE region.
The Field Services Manager is accountable for ensuring the effective execution of all field service activities in line with SQDC (Safety, Quality, Delivery and Cost) objectives and supports the broader regional strategy, governance and workforce development initiatives.
Reports to the NSE Commissioning Leader.
Job Description
Main tasks are the following:
Scope during ITO
- Works in conjunction with the NSE GSI ITO - team to define the contracting strategy (sub-con / partner) with the assistance of EHS, Quality, Planning & Sourcing functions.
- Develop high-level Service execution and recruitment strategies and forecasting, work packaging approaches, and delivery methodologies suited to the project in conjunction with the Regional Service Leader.
- Responsible for ensuring that initial site visits and reports are undertaken for clear understanding of the potential risks, opportunities and threats attached to the service package
- Coordinate with the C&C Leadership teams and Regional Service Leader to ensure the full capture of Lessons Learnt / ROE to be embedded into the Field Service standard works and reference solutions.
- Coordinate with the C&C leadership teams and Regional Service Leader to ensure the execution Strategies align with actual delivery capabilities, forecasts and Strategy.
- Support Estimation of site labour, supervision and management resource requirements.
- Ensure creation of Field Service org charts, resource histograms and workforce requirements.
- Ensure specification of the temporary facilities, layouts, lifting strategies and logistic plans where required.
- Lead, with support from the C&C Leadership Team, the development of installation unit rates for each commodity activities including direct and indirect scopes
- Ensure that all Field Services costs (direct/indirect) are provided for use in ITO estimate tools for each opportunity.
- Responsible for development of Field Service durations and sequencing for development of maintenance schedules in coordination with project controls.
- Responsible for development of initial scope of work and field service requirement for RFQ to subcontractors.
- Coordinate with HSE to include Safety and Environmental cost are included in ITO proposal estimate
- Responsible for review and incorporate historical Lesson Learned into the ITO Field Service estimates

Scope during OTR
- Ensure Field Service missions are safely and sustainably operated and maintained, and, in a manner, that safeguards health and the environment
- Ensure the consistent application of the defined contracting and Field Service strategy from ITO.
- Ensure the timely definition and issuance of sub-contracts with EHS, Quality, Planning, Contract Management & Sourcing support
- Lead the recruitment, mobilisation, oversight and performance management of all Field Service professionals.
- Where required, lead and manage the Field Services missions at the site locations
- Ensure safe, high quality and cost-effective Field Service execution aligned with SQDC.
- Own the functional governance of all Field Service professionals across the region.
- Responsible for driving the Field Service site operating rhythm across region construction sites
- Act as an initial escalation point for Field Service-related risks, delays and contractor performance issues and work with project management to resolve
- In conjunction with the EHS and Quality Function members ensure the integration of the client EHS and Quality requirements in all projects specific EHS and Quality Project documentation
- Responsible for planning of Field Service activities within the overall project schedule, implementation of construction management Last Planner System on all construction and field service sites to achieve on time delivery of the project(s)
- Responsible for ensuring deployed Field Service management teams are managing the risks and opportunities related to Field Service activities.
- Responsible for ensuring deployed Field Service management teams are identifying change in project scope and where possible securing opportunities for margin improvement and claims mitigation, recording and sharing within the Portfolio to capture lessons learnt and ROE.
- Responsible for preparation of staffing plan, mobilization of site teams & follow up of actuals vs. plan.
- Set goals and objectives for the Field Service professionals mobilised on NSE projects.
- Ensure correct adherence and attendance at all Service projects related Gate Reviews to ensure design maturity meets Field Service expectations,
- Participate in constructability and maintenance reviews.
- Liaise cross functionally for timely issuance of inputs required for correct mobilisation of site works (specs, designs, BOQ, material lists, contracts, procurement etc)
- Support project leadership during key client meetings
- Attend Project Reviews
- Drive to ensure a "What good looks like" standard across the full NSE region
- In conjunction with the NSE GSI Regional C&C, Regional Service and Commissioning Leaders forecast Field Service CAPEX expenditure required to deliver the portfolio of NSE Field Service projects.
- Ensure that Field Service Engineers are adequately equipped & resourced to efficiently undertake assigned missions.

Major Responsibilities:
Health and Safety:
- Demonstrate EHS leadership, ensure the application of GEV's EHS Policy and procedures in all site activities and ensure STOP WORK POLICY is implemented within the team
- Communicates regularly on policy & process to all Field Service professionals and ensure their application by all stakeholders
- Takes responsibility to reward and encourage proactive steps toward all matters related to EHS in the workplace.
- Participates in EHS Gemba walks and leads EHS improvement initiatives across the portfolio of Construction and Service sites across the region
- Identifies and evaluate EHS risks and implements practical measures.
- Sets an example by demonstrating the proper acts and actively observing work conditions and behaviours, giving immediate & constructive feedback, and celebrating achievements and/or safe behaviours.
- Actively and routinely promotes the identification of hazards and near misses to their teams
- Actively participates in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.

Quality:
- Adhere to, and ensure site compliance with Quality Procedures, work instructions and Processes on region construction sites
- Ensure robust reporting of any non-conformances and process in a timely manner and support to resolve
- Ensure site procedures are in place (and are understood) and adhered to ensure both client satisfaction and to the level of GE GSI standards
- Ensure process are in place to capture and collect of key information on sites for preparation of Lessons Learned for capitalization on future projects
- Initiates and participates in improvement actions on Construction and Field Service processes, tools, and documents.
- Identify areas of improvement in Construction and Field Service operating procedures and tool.
People Management:
- Lead and manage the Field Service teams to ensure performance standards, project objectives, policies and procedures are met.
- Ensure the Field Service professionals have the right of skills and competency to perform their responsibilities through coaching and development
- Identify new and emerging Field Service talent and appropriate training programmes to further develop skills
- In conjunction with the NSE GSI Regional Construction & Commissioning and Service Leader forecast Field Service Professionals Headcount requirements on a 3-year rolling basis
Key Performance Indicator management and Reporting:
- Provide timely status and metrics of field service activities performance within the project:
- Weekly safety project metrics and observations across the portfolio
- Monthly report on spends vs budget (personnel workload, site costs, subcontracts, ...)
- Summarised reporting of Field Service activities across the NSE portfolio of Service projects

Skills / Qualifications:
- An appropriate qualification in Electrical Engineering, degree level with proven experience would be an advantageous but equivalent experience would also be considered.
- Have appropriate health and safety experience, training and qualifications in line with UK and international standards.
- GWO certification will be an added advantage.
- Background in Construction/Field Services Management on large complex service projects and long-term service agreements.
Experience:
- Previous experience of undertaking the role of Field Service Manager on HVDC, FACTS or Substations projects.
- UK and European T&D Construction and Field Service experience
- Previous experience in the installation and commissioning of key elements of the substation project including:
- Building services & auxiliaries
- HVDC, FACTS and AC substation equipment
- Control & Protection system
- Installation, Commissioning and Maintenance
- Be knowledgeable on international standards and 'best practice' in relation to construction, commissioning and field service
- Be knowledgeable on environmental legislation and good industry practice in relation to construction, commissioning and field service works
- Be knowledgeable on the key applicable standards and specifications associated with the electrical works construction applicable for countries in the region
- Some experience in offshore platforms E&I works will be an added advantage.
- Will be required to travel frequently to various project sites across the region and to offshore wind farm projects
- Ability to work remotely but integrate with the GEV's wider team
- Ability to communicate effectively, and to accurately and concisely report both verbally and in writing. Proficiency in ENGLISH mandatory. However, additional language proficiency in European languages will be an added advantage
- IT proficiency including collaborative platforms & tools.
