Job Description
POSITION SUMMARY
The Vice President, Capital Infrastructure Delivery is responsible for providing strategic leadership, oversight, and support for a large-scale capital program. This role oversees a portfolio of complex infrastructure projects, ensuring they are delivered safely, on schedule, within budget, and aligned with organizational priorities.
The VP also plays a critical forward-looking role by identifying and forecasting future capital infrastructure needs to support long-term growth, operational performance, and strategic initiatives.
This position reports directly to the Chief Development Officer (CDO) and serves as a key member of the development leadership team, driving program initiatives and shaping capital investment strategies through data-driven insights and recommendations.
KEY RESPONSIBILITIES
Capital Program Leadership
- Drive program initiatives, including prioritization, sequencing, and delivery strategies.
- Align capital investments with organizational goals and long-term planning objectives.
- Monitor overall capital program health, identifying trends and opportunities.
Capital Planning & Forecasting
- Develop and maintain a forward-looking capital plan, identifying future infrastructure needs based on asset condition, capacity, demand, and strategic priorities.
- Partner with planning, operations, finance, and executive leadership to forecast short- and long-term capital investment requirements.
- Prioritize projects within constrained funding environments to maximize organizational value.
- Incorporate data, trends, and scenario planning to inform investment decisions and readiness for major events or growth.
Program Delivery Oversight
- Proactively identify risks, issues, and decision points, presenting recommended solutions and options.
- Drive consistency in project management standards, tools, and reporting.
Team Leadership & Development
- Evaluate the organizational structure supporting capital delivery, including roles, responsibilities, and reporting lines.
- Foster a culture of accountability, collaboration, and continuous improvement.
- Partner with development leadership team to support workforce planning, succession strategies, and resource alignment with program demand.
Stakeholder Management
- Facilitate alignment across stakeholders on priorities and program direction.
- Communicate program progress, risks, and opportunities clearly and effectively.
Governance & Risk Management
- Implement robust governance frameworks to ensure transparency and accountability.
- Identify, assess, and mitigate risks across the capital portfolio.
- Ensure compliance with all regulatory, safety, and organizational requirements.

Financial Awareness
- Maintain awareness of capital budgets, schedules, and project performance across the portfolio.
- Identify trends and variances, providing recommendations to optimize capital allocation and outcomes.
- Support financial planning efforts through insights and forecasting.
- Ensure accurate and timely financial reporting.
Innovation & Continuous Improvement
- Leverage technology, data, and best practices to enhance delivery performance.
- Promote use of digital tools (e.g., dashboards, BIM, analytics) to drive decision-making.
- Identify opportunities to improve efficiency, sustainability, and customer experience.
Qualifications
Education
- Bachelor’s degree in Engineering, Construction Management, Architecture, or related field (Master’s preferred).
Experience
- 15+ years of experience in capital infrastructure delivery or program management.
- Proven leadership of large, complex capital programs ($500M+).
- Experience managing multidisciplinary teams and external partners.
Skills & Competencies
- Strong leadership and executive presence.
- Expertise in project/program management methodologies.
- Financial acumen and budget management.
- Excellent communication and stakeholder engagement skills.
- Strategic thinker with strong problem-solving abilities.
- Experience with digital delivery tools and data-driven decision-making.
Preferred Certifications & Credentials
- Licensed Professional Engineer (PE), Registered Architect (AIA), or equivalent.
- Certified Construction Manager (CCM) or equivalent
RESIDENCY
New hires must establish and maintain residency in the city of Philadelphia within 6 months of appointment. Current City of Philadelphia employees must maintain residency in the City of Philadelphia while employed in this position.
SECURITY REQUIREMENTS
Obtainment of a Security Badge is a condition of employment. Must pass and maintain SIDA (Security Identification Display Area) and STA (Security Threat Assessment) clearance at the time of appointment and during tenure of employment.

Salary Range: $180,000-$200,000
