The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

The IT Trainer plays a key role in advancing the Office of Innovation & Technology, enhancing business processes that align with the City’s strategic priorities for a future-ready, agile, digital experience.

As the IT Trainer for OIT, you will empower our organization with the skills and knowledge necessary to drive innovation and efficiency. In this role, you will leverage your expertise in both technology and instructional design to create engaging, impactful training programs.

You will also lead strategic learning initiatives that expand beyond the classroom including managing a mentoring cohort focused on technical and leadership growth, coordinating co-op student partnerships with universities, and supporting Upskilling plans that strengthen technical capabilities across all OIT teams. Your ability to connect with learners and translate complex technical concepts into accessible and applicable content will be key to helping our team thrive in a fast-paced environment and stay aligned with industry trends and best practices.

In this role, you will be expected to perform the following functions:

  • Design and implement a structured Upskilling and Internal Academy Program aimed at advancing employee competencies and supporting career mobility across Units within the OIT department.
  • Develop and manage a cohort-based learning model that facilitates cross-functional training, knowledge-sharing, and peer mentoring opportunities.
  • Partner with OIT unit leaders and subject matter experts to curate relevant learning pathways aligned with organizational goals and employee development needs.
  • Establish metrics to evaluate program effectiveness, learner engagement, and cross-training outcomes to continuously improve the academy experience.
  • Champion a culture of continuous learning by integrating the academy into onboarding, professional development, and succession planning frameworks.
  • Create user-friendly training materials, manuals, guides, e-learning modules, and quick reference documents.
  • Facilitate in-person and virtual training sessions, workshops, and one-on-one coaching as needed
  • Stay current with new technologies, tools, and best practices, incorporating them into training content.
  • Provide post-training support to reinforce learning, answer follow-up questions, and gather feedback for continuous improvement.
  • Track and report on training participation, effectiveness, and employee progress.
  • Assist in onboarding new employees by providing IT orientation and essential systems training.

  • Technical Expertise: In-depth understanding of IT concepts, tools, and best practices, including areas such as software development, IT infrastructure, and cybersecurity.
  • Instructional Design: Familiar with instructional design methodologies (e.g., ADDIE) and adult learning principles to create effective learning experiences.
  • Training Technologies: Proficient in Learning Management Systems (LMS), e-learning tools, and virtual training platforms.

Skills:

  • Presentation Skills: Delivers engaging, informative, and visually compelling presentations that enhance learning.
  • Facilitation Skills: Skilled in leading interactive group discussions and hands-on activities that encourage active participation and knowledge retention.
  • Assessment and Evaluation: Designs meaningful assessments and uses data-driven methods to evaluate the effectiveness of training programs.

Abilities:

  • Technical Aptitude: Quickly learns and applies new technologies and software tools to training environments.
  • Interpersonal Skills: Builds strong relationships with learners and stakeholders, fostering an inclusive and supportive learning environment.
  • Critical Thinking: Analyzes complex issues, interprets data, and provides clear, actionable recommendations.

Qualifications

  • Bachelor’s degree in Information Technology, Education, Computer Science, or a related field.
  • Proven experience as an IT Trainer or similar role.
  • Strong knowledge of common enterprise IT systems and software (e.g., Microsoft Office 365, Windows OS, collaboration tools, security protocols).
  • Excellent presentation, communication and interpersonal skills.
  • Experience developing and delivering training for diverse learning styles and skill levels.
  • Ability to explain technical concepts in clear and simple terms.

 

Preferred Qualifications:

  • Professional certifications (e.g., CompTIA CTT+, Microsoft Certified Trainer, etc.).
  • Experience with Learning Management Systems (LMS) and e-learning tools.
  • Knowledge of instructional design methodologies (e.g., ADDIE, SAM).

Additional Information

Salary Range: $65,000- $85,000
