The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.

Job Description

Position Summary

The Oracle EBS Benefits Functional Lead is responsible for keeping abreast of human resources business objectives and user needs primarily for the Benefits module of the City’s HCM ERP, and the associated reporting in the City’s data warehouse, OBIEE.   They collect, translate, and document requirements for new features or process improvements as City or Federal policies change, so that the technical team can implement appropriate solutions.  They perform user acceptance testing, document results, validate changes after production migration, provide operational support to users, communicate changes to stakeholders and contribute to the preparation of training materials.  They work with stakeholders in the City’s Benefits community and OnePhilly team members to ensure efficient Advanced Benefits Module integration with other EBS modules, which include HR, Time and Labor and Payroll.   They ensure data integrity by analyzing and reporting on the data in the system.  This position directly reports to the HR and Benefits Manager on the OnePhilly team.

Essential Functions

  • Partner with internal stakeholders to stay informed of City Advanced Benefits needs and develop technology solutions that streamline and automate Benefits processes.
  • Analyze and document business requirements.  Translate business objectives into clearly written technical requirements.
  • Implement process improvements designed to improve efficiency and the user experience with the City’s Advanced Benefits Module.
  • Serve as the Benefits subject matter expert for the City’s Oracle workforce management system.
  • Follow the already established systems-development standards and processes
  • Follow the already established change-management process for the team
  • Work with technical leads, functional leads, and solution architect to understand the functional requirements of all the CEMLI items supported by the OnePhilly system
  • Develop appropriate test scenarios and scripts as needed
  • Provide guidance and support to the Central Benefits group, when they encounter issues.
  • Conduct user acceptance testing and thoroughly document results.
  • Provide regular status updates to management
  • Support business continuity and disaster recovery
  • Fulfill all other responsibilities pertaining to the Advanced Benefits Module as expected by the Manager or the Director.

OnePhilly is the City’s Workforce Administration system. We have implemented Oracle eBusiness Suite 12.2.9 modules HR, Advanced Benefits, OTL, Payroll, Pensions using Advanced Benefits, and Payroll Accounting. A team of 15 employees and several individual consultants develop and support the application.

Competencies, Knowledge, Skills and Abilities

  • Knowledge of Benefits Programs: Deep understanding of various employee benefits, including health insurance, retirement plans, and other perks. 
  • Compliance Knowledge: Understanding of federal, state, and local regulations related to benefits. 
  • Communication Skills: Excellent written and verbal communication skills to effectively communicate with employees and vendors. 
  • Analytical Skills: Ability to analyze benefits data and make data-driven recommendations. 
  • Problem-Solving Skills: Ability to troubleshoot and resolve employee benefits issues. 

Qualifications

  • Bachelor's Degree: A bachelor's degree in human resources, business administration, or a related field is often required. 
  • Preferred: Experience with Oracle Advanced Benefits within the Oracle E-Business Suite.

Salary Range: $70,000 - $90,000
