Project Overview:
Bechtel's Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. M&T is an exciting and growing business unit that serves customers in the semiconductor, datacenter, life sciences, and electric vehicle markets. Job Summary:
In this role, you will prepare monthly invoice packages based on multi-currency and complex contractual language. You will collaborate with the Project Team to analyze contractual terms and accounting cost flows and assist in the review and approval of accounting entries, invoice packages, and account reconciliations. You will add value by ensuring accurate invoicing and contributing to client satisfaction. #LI-ME1
Major Responsibilities:
- Prepare and issue CFR and SOC invoices in accordance with contract terms, billing schedule, and project procedures.
- Validate forecast and actual costs (labor and non-labor) and perform CFR-to-SOC reconciliation, including funding true-ups and adjustments.
- Monitor unbilled costs and billed revenue; resolve variances to ensure complete and timely recovery of project costs.
- Partner with Project Controls and Project Accounting to validate cost inputs and ensure invoice accuracy prior to submission.

- Support the end-to-end billing cycle (prepare, review, submit, and track invoices) to enable timely client approval and cash collection.
- Address invoice exceptions, discrepancies, and client inquiries to maintain billing accuracy and minimize payment delays.
- Maintain complete, auditable billing records and ensure compliance with contract requirements, internal controls, and review protocols.
Education and Experience Requirements:
- Requires a University Hire with 1-2 years of experience or 5-6 years of relevant work experience.
Required Knowledge and Skills:
- Knowledge of construction billing methods and contract-based invoicing requirements
- Proficiency in ERP systems (e.g., Oracle/SAP) and billing data validation
- Ability to analyze and reconcile unbilled and billed balances
- Understanding of contract compliance and supporting documentation requirements
- Strong attention to detail with accurate, auditable billing support
- Experience coordinating with project controls and finance teams
- Familiarity with payment terms, retainage, and basic tax considerations
- Effective communication with internal teams and clients on billing matters
