General Purpose:

Directs the activities of a software systems development function, software applications development function, and a software quality assurance function during development phase for software enhancements and new products. Selects, develops, and evaluates personnel ensuring efficient operation of the function.

Essential Duties and Responsibilities:

Quality Focus: Support, facilitate and monitor quality development and SDLC processes through all phases of development and supports testing, and implementation. This would include coordination of all aspects of project development.

Work closely with other Managers to ensure solutions are integrated to meet the needs of the business areas

Actively participate in project planning activities, including determining scope, developing project plans, defining resources and skill requirements, establishing milestones, conducting risk assessments and success metrics

Support the production objectives that maintain a productive, quality technical operation

Results Focus: Assure the development and implementation of quality technical solutions in support of the company's strategic objectives, imperatives and initiatives.

Function as a decision maker for technical issues recognizing when to escalate for higher resolution

Act as a leader in system design and software architecture

Provide technical leadership for development, development testing and implementation activities

Establish strong partnerships within WEX IT and the business community.

Evaluate and procure 3rd party applications, tools and utilities, as needed, working with Corporate Purchasing.

Monitor technology/vendor developments and keep up-to-date on technology to assist in evaluation of application services to meet overall business needs.

Management Duties. Perform management duties within the policies and procedures of WEX. These duties include, but are not limited to human resource management, coaching and mentoring and financial/budget goals management for position's departmental responsibilities.

Manage staff of up to 20 programmers and tech leads developing new applications or enhancement to existing applications with on time, on budget and on spec results.

Manage inter and intra-team dynamics.

Manage closely within an established budget.


Minimum Required Qualifications for Consideration

Willing to Relocate to Portland Maine

BS in Computer Science or Engineering required

Minimum 10 years of experience with full software development life cycle in a distributed environment.

4-5 years of hands on experience in a managing/leading software development team. Hands on reflects ability to code, create frameworks, perform code reviews & guide the team in developing software

2-3 years' experience in managing development project plans

Minimum 4 years of experience in leading & managing a global distributed application development team

Minimum 4 years of experiences of creating a development platform that allows for automation of build, deployment and automated configuration and implemented Continuous Integration & Continuous Deployment (CI & CD)

Capable and motivated software applications development leader with in-depth knowledge of UNIX-based systems, object-oriented software development, and relational data architectures.

Solid application development experience in large-scale distributed architecture platform with multiple applications & integrations points. Minimum integration of atleast 10 applications.

Experience in working in multiple Operating Systems (Linux/Unix/Windows)

Experience in building enterprise transaction based system with focus on recovery, stability, reliability , scalability & performance of the system.

The candidate must demonstrate excellent softeare development skillks with strong experiences in implementation of the following technology; Javsa, J2EE, Sping, Hibernate, JPA, Oracle, DB2

Significant experience in building a performant UI that can scale upto 80,000 concurrent users processing more than 1MM txn with average response time of
Highly knowledgeable in e-commerce infrastructure, customer relationship management, data warehousing, and open systems integration.

Significant experience in creating technical architecture that provides concurrency & high availability of the platform almost 24x7

Significant experience in performance tuning the JVMs, code with significant large objects & complex SQL tuning

Experience in understanding the various JVMs setting, ability to analyze the thread dumps and working with DBAs to understand the AWR, ADDM reports to provide database recommendations

Experience with several implementations including:

high-performance, high-availability financial data processing applications, including global payments platform with capability of processing more than ~1MM txns in an hour

o N-tiered Web architecture applications

o data warehouse and/or data mining project

o International payment domain experience

Significant experience in developing UI platforms that can sustain penetration test, knowledge of various ethical hack tests and experience in managing & resolving Critical hacking events that can potentially create reputational damage

Significant experience in managing the Secure SDLC life cycle with static code analysis; ethical hack; vector attacks; XSS attacks, SQL injection, Bypassing server & client side authentication, social engineering attacks etc.

Prepared and willing to provide both Technical and Performance Management coaching and mentoring.

Demonstrated leadership ability through successful Project Management and Maintenance and Support management roles.

Able to lead multiple projects concurrently.

Must possess exceptional managerial, communication and organizational skills.

Experience in managing vendor relationships

Strong mentor, change agent, project manager and team builder

Must be a self-starter

Must be able to handle stress well

In depth knowledge and experience with Systems Development Life cycle (SDLC) methodologies, project planning techniques, and project management principles, plus the ability to effectively communicate to staff and executive management.

Must pass a successful background investigation
