Market Job Description
Technology, Third Party and Information Risk Management Oversight (TTIRO) is looking for an experienced Independent Risk Management Leader in the 2nd Line of Defence to effectively oversee specialist risk types such as technology and information security (IS), Third Party Risk Management, Business Continuity and Business Resilience.

Experience with formalized governance, oversight and credible challenge to challenge the front line and drive actions that result in risk reduction activities on behalf of the APAC Region. Experience in working in large complex multi-national organizations successfully delivering 2nd line risk management programs in a highly matrixed and complex environment. Experience with regulatory requirements and interfacing with international APAC and US regulators.

Be the key international interface into the TTIRO groups that perform oversight of over the risk types that fall within their accountability, influencing them to provide a global perspective to risk management. Execution and delivery or the independent risk functions defined in the risk management framework on behalf of the region and the legal entities for the risk types that fall under the accountability of TTIRO. Establish credibility and become a trusted 2nd line leader that has earned the trust and respect of the stakeholders that TTIRO services.

All functions of APAC Operational Risk TTIRO manager will be executed in accordance to the agreed engagement model between Independent Risk Management teams including but not limited to APAC Operational Risk team and the International TTIRO team.

Responsibilities:

  • Regional lead from TTIRO is responsible for program oversight and delivery independent risk management functions as defined in the risk management framework covering Technology, Information Security, Third Party Risk Management, Business Continuity and Business Resilience that fall under the accountability of TTIRO.
  • Execution of the framework for International TTIRO. Regional lead TTIRO will have direct reporting lines into Head of Operational Risk with dotted line reporting accountabilities to TTIRO International.
  • Manage team of operational risk team members that specialise in a variety of risk types and coordinate/ execute TTIRO processes such as Monitoring and Reporting, Point of View Papers, Credible Challenge, Risk Identification and Assessment and escalation of risks
  • Review and challenge on behalf of the regional legal entities that require evidence that the Risk Management Framework is being executed on their behalf.
  • Work with TTIRO leadership and regional operational risk teams to develop and enhance IRM oversight programs that support the execution of the Risk Management Framework for IRM related tasks focused on evidencing risk assessable hierarchies of Region, Country and Legal Entity,
  • Lead / Guide / Review / Challenge to drive resolution of regulatory issues related to the risk types that fall under the accountability of TTIRO.


Market Skills and Certifications
Desired Qualifications :
  • Demonstrated ability to develop written program materials, including executive level reporting.
  • Certifications such as: ITIL, CISA, CISSP, PMP or PRINCE, COBIT, CRISC, GCEIT, BCCE, DRCE, CTPRP
  • Strong analytical skills with high attention to detail and accuracy.
  • Ability to work in ambiguous circumstances with a penchant for building structure and scalable processes
  • Ability to interact with all levels of an organization, and influence in a matrixed environment.
  • Experience with the oversight within the construct of a legal entity with a parent that provides services that are considered "internal outsourcing" by international regulators.
Skills/Experience Required:
  • 5+ years of direct management experience building, hiring, leading, and developing team members
  • Direct experience in interaction with APAC regulators such as HKMA, MAS, JFSA, CBRC
  • Ability to work collaboratively in a highly matrixed environment
  • Demonstrated ability to develop written program materials, including executive level reporting
  • Ability to interact with all levels of an organization, and influence in a matrixed environment
  • Working in a large multi-national with a US parent and licensed legal entities internationally
  • Oversight in a formally regulated financial services environment
  • Understanding of formal governance structures - committee structures - committee participation - formal escalation
