Department Head, Global Security

Vanguard's Global Risk & Security team has an exciting new opportunity for a Department Head of Global Security! This individual should have deep, broad ranging physical security, cyber security and compliance experience. We are looking for an individual who can run the Global Physical and Personnel Security at all of Vanguard's locations (to include international where applicable.) This individual will assist in the strategic direction of short and long-term security strategies for all Vanguard sites.
Duties and Responsibilities
Leads a team of supervisory and/or other exempt-level staff committed to Vanguard's mission. Provides guidance, training and motivation as necessary to develop staff. Hires, evaluates, and counsels personnel. Administers disciplinary action when appropriate in accordance with corporate guidelines. Sets performance standards, reviews performance, provides feedback, and recommends wage increases in accordance with all applicable Human Resources policies and procedures. Handles Vanguard's global physical and personal security programs, enabling the company to effectively manage risk of incident and business disruption as a result of security related incidents. Leads emergency crisis response 24 X 7 X 365. Works closely with business contingency services and all contingency councils to assure the highest level of response occurs during any crisis which affects the crew or facilities. Acts as liaison to local and federal authorities in the US and abroad with international law enforcement and intelligence counterparts, in-country security, and private sector security liaison partners. Develops, influences, and nurtures trust-based relationships with business unit leaders, government officials and professional organizations. Acts as a consultant to all organizational clients. Works with the principals to develop short and long-term strategy for global security operations, systems and devices. Recommends to principals policies and procedures for physical and personnel security. Provides security travel advisory services for all travel. Recommends solutions for growing international activities for security to protect the crew and assets in new locations. Leads the personnel security investigation unit to assure that Vanguard complies with FINRA guidelines while providing exceptional service and maintaining risk and cost. Leads the department in making business decisions using VUE, risk assessments and measurements to drive operational efficiency and reasonable risk levels. Oversees the financial control of the global physical and personnel security budget and expense items to include the guard service contract, technology, and all supplies and services. Serves as senior security project manager for all major construction projects and major reconfigurations from a security design and installation perspective, including all meaningful research and the deployment of technology solutions and innovative security management techniques. Recommends controls to reduce the risk of physical access issues, and works with client to identify tailored business processed safeguards to support the client. Ensures all projects are completed on time and within budgetary constraints. Provides clear strategy and direction for management team to enable the appropriate level of support for the crew and the business. Assigns staff members to on-site security support to Crew Relations for issues such as company initiated terminations and suspensions. Participates as appropriate in investigations into both criminal and civil matters that effect Vanguard. Serves as liaison with authorities providing evidence, digital video, or witness support for the prosecution or documentation to support Human Resources related claims. Stands as a witness for Crew Relations during Human Resource hearings. Manages contracts for the guard service at all Vanguard locations. Evaluates recommendations for staffing, training and procedures for contract guard service for all sites to include international opportunities. Provides security direction and staffing for corporate events such as the partnership picnic, Institutional client conference, and holiday events. Manages the executive protection program to support the current culture and business. Assesses senior management risks and makes recommendations to support their activities. Develops the RFP for contract guard services, security systems technical support, and all other ancillary contracts/service agreements for the security department. Participates in special projects and performs other duties as assigned.
- Undergraduate degree (in Criminal Justice or Security field) or equivalent combination of training and experience. Graduate degree preferred.
- Minimum ten years management and corporate security experience or 15 years experience with a major law enforcement, intelligence public, or private security organization.
- Demonstrated experience and exposure in the international law enforcement or security arena.
- Strategic orientation with ability to act tactically.
- Global perspective, multi-cultural understanding and approach.
- Excellent conceptual and critical thinking skills.
- High integrity.
- Strong negotiator/facilitator and consensus builder.
- Understands principles of process management.
- Certified Protection Professional or ability to obtain in 1 year.
- Valid Driver's license.
- Will require travel to sites, possibly on short notice. May require international travel.
- On call 24 x 7.

- Directly handles all Physical and Personnel Security operation, which would include three to four managers, shift supervisors, second shift coordinators, investigators, corporate receptionist, and the three site contract guard service managers.
