Analytical Technical Lead
As a member of the Global Investment Systems sub-division, you will have the distinction of supporting a client base which is the driver of the investment engine of Vanguard in one of the most challenging, yet exciting business environments. The Research, Analytics and Innovation department is part of the Global Investment Systems (GIS) subdivision of IT. Our Charlotte based team is responsible for the Investment Management Group's (IMG) Big Data Analytics program, ownership of one of the primary QEG Research and Forensics related products and related development projects as well as several products and projects supporting our ISG client base.
The Big Data program is currently made up of several sub-projects including the Cloud migration of our Data Lake to Amazon AWS services, real-time streaming of Market Tick Data for IMG analytics as well as the added functionality and related data needs for our IMG clients.
Our QEG Research application allows our business, security and research analysts to quickly exercise and prove out often complex financial concepts as well as signal to portfolio manager's investment action related recommendations. Examples include building and benchmarking portfolios, quantitative back testing of fundamental data, full attribution and optimization and related fund signal development. Currently our primary clients are the Equity Investment Group (EIG), Fixed Investment Group (FIG), the Risk Management Group (RMG) and the Investment Strategy Group (ISG) located in Malvern, London, and Melbourne, AUS. Our business areas are responsible for the construction, risk oversight, portfolio management, etc. of Vanguard's funds.
Your job responsibilities will provide opportunities to work with many members of the Global Vanguard Team including Portfolio Managers, Traders, and Researchers that make Vanguard a leader in the industry. Our projects are conducted using Agile and Kanban methodologies, and interact closely with all parallel work efforts. The personal satisfaction of working on investment applications that have a direct, positive benefit to Vanguard's core business is hard to beat.
Duties and Responsibilities:
Provides expert level IT project management for software, middleware, or hardware deliverables. Manages large and complex projects or multiple concurrent medium/small projects. Uses IT's project management standards to deliver projects on time, within budget, and with agreed upon functionality and quality to internal client.
Develops, implements, and monitors technical project plans for concurrent projects. Identifies deliverables, milestones, and tasks. Interviews team members for estimates. Updates schedule in IT Project database. Plans and integrates schedule, resources, and deliverables with IT departments and vendors.
Develops deep knowledge of the business area supported. Assists business in driving out multi-year technology plan.
Communicates with internal clients, team members, management, and IT partners to ensure requirements and priorities are understood. Monitors project progress, and distributes reports to management and clients.
Develops strong relationships with client management and vendors. Meets with client management to negotiate resources, budget, and deliverables. Helps clients write their deliverables and coordinates team members helping to write client deliverables.
Indirectly manages team members. Works with resource/department manager to ensure adequate resources are in place. Maintains appropriate staff to contractor ratios. Ensures team submits time sheets and status reports. Monitors completion of each person's deliverables (e.g., business system analyst, functional requirements). Mentors and develops project managers at lower grade levels.
Leads and facilitates design and test inspections, and other project meetings throughout product life cycle to identify issues. Leads and facilitates other project meetings.
Maintains current knowledge of IT development methodology, architecture, and related standards. Advocates and ensures usage of new standards by team members.
Identifies, manages, and mitigates technical risks and related business issues - including externally mandated compliance risk. Communicates and resolves staff and technical performance problems quickly and constructively. Effectively communicates and manages project dependencies. Identifies potential solutions, including the cost/benefit of each option. Reviews complex technical issues with technical lead.
Ensures team complies with IT policies and procedures, especially those for quality and productivity standards that enable the team to meet established client service levels. Ensures team complies with Information Security policies and procedures, and verifies deliverables meet Information Security requirements.
- Participates in special projects and performs other duties as assigned.
- Undergraduate degree in a related field or the equivalent combination of training and experience
- Three to Five years' experience in Big Data
- Must have experience with Big Data, AWS, and Data Analytics
- Knowledge of Java, Python, Spark, Hadoop/EMR, and Tableau required
- Ability to prioritize and multi-task is required.

- Knowledge of the financial services industry
- Familiarity with Investment Management a plus
- Familiarity with leading Investment Management applications a plus
- Advanced knowledge of one or more IT platforms.
