The Regional Service Line Senior Medical Director (SMD) is the accountable leader for the regional service line for The Everett Clinic and The Polyclinic. In partnership with the Regional Executive Director or VP for the service line, the SMD has the responsibility for leading the delivery of excellent and safe medical care in the context of an enhanced consumer experience. The SMD represents a clinical voice and is accountable for strategic development, regional integration and business performance for the service line. She/he focuses on externally facing opportunities (outside of TPC/TEC) as a key part of the role.

Position Highlights

Overall Leadership of Medical Programs

  • Program Development: Responsibility (with Regional Executive Directors), for development and annual review of a Multi-Year strategic plan for the Regional Service Line, which aligns with Optum Washington Strategy.
  • Leadership Development: Coaches and mentors service line Assistant Medical Directors, Practice Leads, Facility Medical Directors (FMD) and Chairs to adopt culture of evidence-based care, continuous improvement, accountability, and standard work.
  • Culture: Works with Assistant Medical Directors, Practice Leads, FMDs and Chairs to assure care is safe, effective, patient-centered, timely, efficient and equitable across all departments and sites.

Strategy:

In partnership with Optum Washington senior leadership and Regional Executive Directors, lead long term strategy around clinical care model development and growth across FFS and Value based care

  • Give strategic guidance on regional clinical strategy, bring clinician voice, and co-create strategy & performance plans.
  • Provide guidance on geographic expansion and needs across service line, geography and/or care model change
  • Champion the Strategic plan, Clinical care model, and Culture of evidence-based care, accountable care, and continuous improvement
  • Accountable for program execution
  • Monitor and guide resource planning decisions and bring enterprise approach
  • Responsible for integration strategy of service line across One Optum WA

Clinician Management and Support:

Supports service line clinician leaders and has accountability in providing oversight of Physicians and APC performance expectations including adherence to core values and compact, annual productivity standards, quality performance, interdepartmental relations, and access.

  • Facilitate interdepartmental communications and problem solving. Provide coaching, when needed, for clinicians to maintain standards.
  • In partnership with the Assistant Medical Directors, sets clear standards and expectations for the professional performance of the clinicians at CDOs.
  • Supports Assistant Medical Directors in the recruitment and retention of high-quality clinicians and in forecasting FTE needs for the service line.
  • Champions Clinician Engagement initiatives and best workplace environment

Population Health

Works with the Chief Clinical Officer, Regional and Group CMOs to champion, advocate, & execute on overall population health and value-based initiatives for the service line.

  • Assures that utilization of specialty care, institutional care, prescribing, ancillaries and procedural volume is consistent with well-managed national and regional benchmarks.
  • Evaluate & propose alternative care strategies to improve patient outcomes and/or reduce total cost of care.
  • Quality improvement across all domains (Safe, Timely, Effective, Efficient, Equitable and Patient centered)
  • Works with Group and Regional Medical Directors for Quality and Safety to support integration of Quality Improvement programs, Daily Management, Standard Work, Disease Management, and Care Pathways into service line departments and sites.
  • Leads a culture of safety and supports patient safety initiatives identified and prioritized for the service line.
  • Support regional patient experience and engagement initiatives
  • Supports continuous process improvement initiatives for care model design
  • Champion, advocate, & execute regional RA initiatives

Financial:

Work with the Regional Executive Director in improving operational and financial performance of the service line. Help to identify areas for operational improvement and support execution on those plans.

Additional Duties:

  • Promotes positive interpersonal relationships with fellow employees, providers, hospital staff and patients.
  • Provides leadership/involvement as needed to improve care to patients.
  • Facilitate effective communication between providers and other stakeholders including cross department communication, problem solving and collaboration.
  • Supports a culture of continuous improvement and utilization of lean principles
  • Act as a champion of positive changes across CDOs
  • Identifies future service line leaders, and supports leadership development

Required Qualifications:

  • MD/DO degree from accredited medical school and residency in Family Medicine or Internal Medicine
  • Current Board Certification in ABMS or AOA specialty
  • DEA Registration if applicable to practice
  • 10+ years of clinical practice experience and senior leadership level in medical group or network
  • Strong understanding of and concurrence with evidence-based medicine (EBM) and managed care principles
