Working with minimal supervision, the IT Project Manager is responsible for the coordination and completion of projects across various functional areas. Provides subject matter expertise in areas including project scope definition, risk identification, project methodology, resource allocation, facilitation and other areas of expertise based upon established project management techniques. Makes presentations to management on project updates, project cycle, and expected results. Ensures projects are completed on time and in scope. May manage vendor and service providers to define project scope and performance expectations.

The individual formulates and defines scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements. Performs research, analysis of business and user needs, documentation of requirements, and project management to support business decision making and business process requirements. Detailed tasks include but are not limited to the following:

Primary Responsibilities:

  • Lead or contribute to the development of program or project scope statements, in consultation with applicable stakeholders (e.g., program/project charter, Business Vision Document, Statement of Work [SOW], Project Plan)
  • Ensure alignment and understanding of program/project scope and objectives with the organization's strategic objectives and the Voice of the Customer, in consultation with applicable stakeholders
  • Raise awareness of any misalignment or misunderstanding of project scope and objectives with applicable stakeholders
  • Ensure that all impacted areas are identified and that appropriate resources are engaged to participate in the scope definition process
  • Ensure that project scope, requirements and approvals comply with current governance guidelines and methodology
  • Monitor scope requirements and identify scope-related gaps and issues
  • Ensure that all project dependencies are identified
  • Obtain agreement on project scope from applicable stakeholders and ensures that requirements sign-off is obtained
  • Manage/support project scope and objectives throughout the project lifecycle
  • Establish/implement/comply with change management processes to drive effective project execution
  • Identify project duration, effort, sequence and dependencies of tasks required to meet applicable project objectives
  • Develop and maintain detailed project plans which include resource assignments, schedules, dependencies, etc.
  • Work with resource managers to drive the identification of the skills, duration and effort required for successful project execution
  • Ensure that resources are acquired to meet project requirements, escalating for assistance where gaps exist
  • Ensure that project schedules (project plans) include all tasks and activities necessary to achieve project objectives
  • Provide project direction and performance feedback to the team or their leadership through the project, as appropriate
  • Monitor and report progress throughout the project life cycle, using appropriate project planning and scheduling tools
  • Identify and forecast variances and trends throughout the project life cycle to ensure that project schedules and resource requirements are met
  • Ensure that schedule and resource changes are aligned with project scope, objectives, constraints and risks
  • Ensure seamless transition from project implementation to the business
  • Apply project life cycle methodology and tools (e.g., MS Project) to drive project quality
  • Establish/apply quality objectives, criteria, standards and levels using appropriate quality management methods with input from applicable stakeholders
  • Ensure that all project deliverables are in compliance with applicable standards and regulations (e.g., data security, HIPAA, NCQAA, HEDIS, Health Care Reform, SOX, CMS, federal/state regulatory requirements)
  • Ensure that all projects deliverables are on track through the project life cycle and take appropriate action when needed
  • Manage/monitor the testing process (e.g., end-to-end, UAT, load-testing) and ensure defects are closed prior to deployment
  • Manage/ensure proper release/deployment/functionality of the project (e.g., post-implementation testing, auditing, reporting)
  • Ensure that controls are identified and operationalized to allow benefit tracking and reporting
  • Monitor project results going forward and ensure that the project is delivering the expected benefits to the business, obtaining feedback from stakeholders as appropriate
  • Identify root causes of substandard project outcomes and recommend appropriate resolutions
  • Analyze project outcomes and make appropriate recommendations to improve project outcomes/processes going forward (e.g., stakeholder satisfaction, lessons learned)
  • Ensure that new/revised business processes/procedures are documented/updated/approved, as needed (e.g., process flows, SOPs, job aids, training guides)
  • Identify/prioritize potential risks/issues in a timely way throughout the project life cycle
  • Establish/apply risk/issue analysis methods, techniques and tools (e.g., impact assessment, ranking and mitigation)
  • Develop, communicate and implement program/project risk/issue management plans and strategies (e.g., mitigation, avoidance, transfer, acceptance)
  • Develop/implement contingency and recovery plans when deliverables/milestones are missed (e.g., identify critical path, document plan for getting back on plan/schedule, failover planning)
  • Develop/maintain applicable risk/issue logs (e.g., IRAAD)
  • Review/monitor project progress and outcomes throughout the project life cycle to identify emerging risks/issues
  • Analyze and ensure resolution of identified risks and issues, collaborating with and obtaining approvals from applicable stakeholders as needed
  • Communicate project risk/issue events, responses and results to applicable stakeholders
  • Develop, document and implement project communication plans
  • Manage/coordinate communication among all applicable stakeholders
  • Develop/maintain definition of project roles/responsibilities and communicate to project participants
  • Establish, develop and maintain effective relationships with applicable project stakeholders (e.g., project team members, internal customers, business partners, leadership)
  • Recognize/celebrate project team contributions throughout the project
  • Resolve conflicts among project participants using appropriate influence techniques, escalating to others as needed
  • Develop/generate/distribute project reports/documentation to applicable stakeholders (e.g., project status, metrics, outcomes, issues, risks, opportunities)
  • Utilize appropriate communication tools/techniques to ensure understanding and buy-in from applicable stakeholders (e.g., executive summaries, key milestones, "4 blocker" summaries
  • Articulate complex ideas, issues and designs to varied audiences; communicate project objectives, scope and direction to the project team; assist in educating IT staff on business vision and plan
  • Work with minimal guidance; seeks guidance on only the most complex tasks
  • Regular and consistent attendance

Required Qualifications:

  • 5+ years of experience as a Project Manager leading projects of various complexity and documenting project charters, project plans, IRAADs and other documents gathered from both business and IT counterparts
  • 5+ years of proven success in leading programs/projects through the entire life cycle
  • 5+ years of experience in Healthcare/Insurance
  • Must possess the ability to work in a highly variable, virtual and matrixed environment
  • Demonstrated ability to plan and execute project plans including work breakdown, resource estimates activity planning, resource scheduling, project administration, and status reporting
  • Must demonstrate experience in participating in system application design, process modeling, business value analysis and business process design and in developing and writing clear functional/technical project requirements
  • Strong analytical skills
  • Previous experience interacting with various levels of personnel, including middle, senior, lead positions as well as various levels of management
  • Skilled in authoring business requirements documents and other technical documentation
  • Knowledgeable in SDLC processes, roles, responsibilities and deliverables
  • Negotiation, facilitation, and consensus building skills
  • Extremely proficient in PC based software programs including MS Word, Excel, PowerPoint, MS Project and Visio

Preferred Qualifications:

  • Bachelor's degree, and/or related functional area or equivalent work experience
  • Thorough understanding of healthcare systems (authorizations, claims, referrals, eligibility, provider, etc.); medical terminology; and HMO/managed care concepts is preferred
