Technology Sourcing Manager

Job Description:

Primarily responsible for provisioning, ordering, sourcing, and vendor management of SONET, Metro Ethernet, Transport Wavelength and TDM circuits. Assists in the development and implementation of a synchronized approach for the procurement of technology related to Small Cell, DAS, mobile fronthaul, and mobile backhaul. This includes developing effective relationships and collaborating with Network Engineering, Procurement, Marketing, and EIT as well as Other business owners, to resolve issues in coordinating service order activities with ILECs, CLECs, and IXCs. Identifies opportunities and agree upon category tactics to maximize value through effective procurement strategies. Negotiates multi-million dollar complex contracts, evaluating suppliers, defining demand requirements, and maintaining supplier relations through quarterly business reviews. Partners with Government Affairs to influence regulatory policy is critical in maintaining and evolving a competitive telecom services sector that will lower cost and continue to drive value for the TMUS business. Contributor in establishing strategic direction, process refinement, and driving operational excellence towards efficient scalability that will lower cost and continue to drive value for the business. Requires ability to effectively deal with ambiguity and complexity, including overflow of work assignments as directed. Is accountable for setting performance direction, delegating, motivating, holding others accountable and coaching and developing others.

Essential Functions

  • Collaborate with internal stakeholders among Engineering and Procurement teams to identify provisioning and reporting of circuits orders.
  • Submits new, change, upgrade, and disconnect orders via ASR web-based tools, manual orders, and other applications used by LECs and other carriers for processing and ordering services.
  • Coordinate and report in internal systems on all key order details from service providers throughout the order process.
  • Maintains accuracy in database reporting, and provides reporting updates upon request.
  • Obtain timely and complete confirmations from carriers.
  • Ensures that all parties are included in correspondences relating to the order.
  • Leads, coaches and challenges the team of provisioning and sourcing professionals to maximize their strengths and provide them opportunities for skill and career advancement. Fosters an environment of continuous learning amongst the Technology procurement team.
  • Ensures that efficient methods are used (speed to market and cost) are implemented to maximize the value of technology and services.
  • Represents single voice of T-Mobile for strategic suppliers/categories internally and externally; participates in innovation sessions and quarterly reviews for strategic suppliers. Fosters collaborative relationships with multiple business owners and strategic suppliers.


Minimum Required
  • 4+ yearsââ,¬â„¢ experience in technology sourcing, an engineering role or similar role.
  • Advanced key provisioning skills: Basic understanding of SONET, DS1, DS3, OCx Facilities, local loops, meet-me point cross-connects, CFA/LOA, Metro Ethernet, Wave, and TDM network and circuit design; Preferred work experience of Granite Systems; Basic understanding of ILECs, CLECs, IXCs, Tariffs, and LATA procedures; Experienced in provisioning, circuit, facility, and service orders; Knowledge of FOC, CFA, LOR, circuit design
  • Proven track record in developing a high-performing and self-empowered work teams and individuals with opportunities for personal and professional growth. Aptitude to delegate effectively is critical
  • Demonstrated experience developing and implementing business strategy; extensive business case writing, strong background in market intelligence research, and proficient in negotiation strategy and tactics
  • Outstanding written and verbal communication skills, able to clearly and concisely communicate information at multiple levels, adapting easily to change. Capable of effective executive management presentations / communications. Strong organizational skills, with demonstrated ability to prioritize and meet aggressive timelines on multiple deliverables.
