Manager, Software Development - Billing

Job Description:

The Manager, Software Development - Billing responsible for design, development and implementation of T-Mobile's Product Portfolio on our Billing Platform supporting all channels (including Retail, Sales and Customer Service applications). The Manager of Software Development reports to the Senior Manager of Software Development as a key member of the Product and Technology Organization leadership team and serves as the driving force behind the delivery of multiple, concurrent projects and products that leverage and extend our technical platform. The Manager of Software Development draws upon deep technical knowledge, years of experience in the delivery of software development or configuration, proven leadership skills and ability to forge strong working relationships that cross organizational lines to aid us in our transition toward a more robust, scalable, lean and nimble software development organization with an API first, Digital Architecture.

Responsibilities:

  • Manage a team of System Analysts who help our Business and Product Development Partner (Sales, Marketing, B2B, Care, Finance and more) requestors define and prioritize the new Product enhancements and the system requirements.
  • Responsible for the delivery of software components by our software vendors with whom we partner for Billing (BSS) functionality.
  • Build and maintain relationships with vendors to align and manage expectations of service including work products, timing, and the value to be delivered.
  • Accountable for ensuring project delivery excellence for those systems responsible, and clean integration across the platforms beyond those under direct supervision.
  • Work with the operational team members to plan objectives and the strategy to comply with professional standards and address the risks to the business.
  • Work cross-functionally with peers and business teams to drive improvement initiatives, execute tactics, and provide support on business-impacting issues.
  • Review (in detail) the deliverables of the Analysts, and coordinate and manage work performed by the team.
  • Guides technical analysts and other technologists to make sound decisions that support company priorities.
  • Plans staffing needs for FTE and NTW resources and Managed Service Development allocations to support projects, initiatives, and support.
  • Ensures service levels are understood and supports them being met.

  • Acts as a role model and mentor for analysts and peers team members up to the Manager level.
  • Guides technical analysts and other technologists to make sound decisions that support company priorities.


Qualifications:

  • Minimum of 10 years of overall IT experience.
  • Strong working knowledge of development life cycle management.
  • Demonstrated ability to mentor technical management and technical professionals.
  • Ability to organize several teams and focus on best practices, particularly regarding coding standards and quality assurance.
  • Minimum 7 years of experience developing large scale business systems applications.
  • Minimum 8 years of management experience with programming staff including leadership, planning, and coordination of development work for 4 large projects.
  • Able to operate in both a scaled Agile (multi-team) environment to evolve our current product portfolio and deliver strategic projects using Waterfall principles when required.
  • Coordination of Release Management, Configuration Management, Quality Assurance and Testing, Requirements Gathering, and Systems Analysis and Design.
  • Skills and knowledge acquired through professional Development, Tech. Lead, and Management experience are required in each of the following areas: Human Performance, Organizational Effectiveness, Project Leadership, and Change Management.

Education
  • B.S. Computer Science or Management Information Systems
