Job Description

The Executive Office of Health and Human Services (EOHHS) seeks qualified applicants for the position of SENIOR MANAGER OF STRATEGIC INITIATIVES, MASSHEALTH. EOHHS is the largest Commonwealth secretariat, and its work touches the lives of all Massachusetts residents. The Senior Manager of Strategic Initiatives will report to the Deputy Director of Strategic Initiatives and be responsible for supporting operationalization and management of MassHealth's Section 1115 Waiver-related health quality and equity workstreams, such as:

  • Development and operationalization of health equity-focused performance and contract management - for entities including Accountable Care Organizations (ACOs) and/or acute care hospitals in collaboration with relevant teams
  • Contract management of vendors and supporting policy development
  • Develop and monitor health quality and equity performance dashboard
  • Support collaboration across ACOs, acute care hospitals, and other stakeholders (e.g., through learning collaboratives)

The successful candidate is a seasoned professional with a solid background in project/program implementation, the ability to successfully navigate multiple workstreams, and cross-functional experience. The successful candidate also demonstrates maturity, tact, a collaborative mindset, excellent organizational skills, and a commitment to health equity. In collaboration with the Chief of Payment and Care Delivery Innovation, the Senior Director of Strategic Initiatives and the Deputy Director of Strategic Initiatives, the Senior Manager of Strategic Initiatives will communicate and build relationships with internal and external groups and individuals regarding the various workstreams they are managing or interacting with. The Senior Manager of Strategic Initiatives will receive and respond to requests from a variety of parties and will maintain consistent communication with internal partners, state, and federal agencies providing information about program activities to interested members of the general public at meetings, conferences and public forums. The Senior Manager will develop an overall strategy for and oversee staff running the health quality and equity-focused contract and performance management of entities including the ACOs and acute care hospitals in partnership with relevant teams.

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • In consultation with the Chief of Payment and Care Delivery Innovation, the Senior Director of Strategic Initiatives and the Deputy Director of Strategic Initiatives, support operationalization and management of MassHealth's Section 1115 Waiver-related health quality and equity workstreams
  • Develop and operationalize health quality and equity-focused contract and performance management strategy for entities including ACOs and acute care hospitals, in collaboration with relevant teams
  • Oversee staff managing health quality and equity-focused contract and performance management of entities including individual ACOs and/or acute care hospitals
  • Contract management of vendors to deliver on complex scopes of work in a timely fashion
  • Support policy development and oversee operationalization of alignment between ACO and acute care hospital programs
  • Support strengthening of MassHealth's health quality and equity reporting capabilities, both internally and externally, including health quality and equity performance dashboard
  • Manage any reporting responsibilities related workstreams, including to CMS, the legislature, and the public
  • Perform other duties as required.

Preferred Qualifications:

  • Experience with implementing health equity-focused programs.
  • Lived experience of utilizing Medicaid or other state/federal services and supports.
  • Lived experience of health inequities.
  • Prior work experience in a contract management or performance improvement role.
  • Strong verbal communicator with the professionalism and confidence to represent MassHealth in managing important relationships.
  • Experience managing a team of 2-3 direct reports preferred
  • Strong problem-solving, with demonstrated expertise identifying, scoping, breaking down, and resolving complex problems through structured processes
  • Demonstrated experience working in a matrixed environment.
  • Solid record of decision-making ability, which includes properly assessing the impact of outside forces, setting priorities, and reaching decisions under pressure.
  • Effective communicator both in writing and oral presentation, including PowerPoint and Excel.
  • Competence in mediating conflict, coordinating competing interests, and working under time constraints.
  • Confident taking ownership of work streams with high-level direction and guidance and producing proposed plans of action in a self-driven manner.
  • Familiarity with the Massachusetts health care landscape, including key healthcare stakeholders such as payers, providers, and consumer representatives.
  • Demonstrated understanding of project management principles and practices coupled with the ability to coordinate numerous projects simultaneously to successful completion.
  • A Bachelor's Degree and 3-5+ years of full-time or equivalent part-time professional, administrative, or managerial experience in health care policy and/or program implementation.
  • A Graduate Degree with a major in public policy, public health, business administration, public administration, or a health-related field preferred.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
