The Massachusetts Executive Office of Health and Human Services (EOHHS) - Information Technology (IT) is seeking to hire a Senior Application Developer to join the EHS-IT team focused on activities within the Department of Youth Services (DYS) team. The Department of Youth Services (DYS), under Massachusetts General Laws, Chapters 18A, 119 and 120, is the juvenile justice agency of the Commonwealth of Massachusetts. The Department's mission is to protect the public and prevent crime by promoting positive change in the lives of youth committed to DYS care and custody, and by partnering with communities, families, government, and provider agencies toward this end. The Department accomplishes its mission through interventions that build knowledge, develop skills, and promote positive change in the behavior of the youth in DYS care and custody. The Senior Application Developer will lead development efforts on multiple priorities running in parallel work streams supporting a variety of DYS business applications and agency initiatives. The applications that the developer will be supporting are the following: JJEMS (Juvenile Justice Management System), Jasper, Tableau and the DYS Background Check System. The Senior Application Developer will effectively coordinate activities between business analysts, project managers, quality assurance analysts, developers, and managers.

The primary work location for this role will be at 600 Washington St, Boston, Massachusetts 02111. The work schedule for this position is Monday thru Friday, 8:00AM to 4:00PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. The developer is expected to travel to any regional office, to the DYS Training Academy, or to other offices within the Commonwealth of MA.

Responsibilities:

  • Design and develop code to support DYS business applications
  • Create technical documents including application architecture, designs, integrations processes, and testing procedures
  • Work on all phases of software development life cycle (SDLC) including requirement analysis, design, implementation, and testing.
  • Provide technical representation on a project team from definition through delivery and continuing via ongoing support
  • Diagnose application, infrastructure, and technology issues using various resources; define an appropriate solution; support the resolution; and document the incident record.
  • Perform technical requirements development, technical design, coding, database changes, unit testing and system and integration testing and implementation.
  • Participate in release meetings for maintenance and development projects ensuring all platform requirements are met.
  • Partners with business unit representatives to identify, develop, and implement technology solutions to enhance functionality and drive efficiency.
  • Write basic technical documentation for all developed or re-written applications, including such things as dependencies (files, jobs, etc.); purpose of the application; and any other important information about the application.
  • Develop test cases and complete testing to validate concept and functionality.
  • Ability to work some flexible hours as needed for production support as well as new release deployments
  • Perform other duties as assigned by manager and senior IT Management

Preferred Knowledge, Skills & Abilities:

  • 5 years of experience in application and software development.
  • At least 3 years of strong knowledge and hands-on experience using Java and SQL and with SQL/PLSQL
  • Experience developing web-based applications and web services using Java is a plus
  • Experience and understanding with unit testing, release procedures, coding design, and documentation protocol as well as change management procedures
  • Experience with Conduent Maven modeling, a plus
  • Experience with Tableau, TIBCO Jasper Studio/Jasper Reports Server, Oracle Database administration/management, and Linux a plus
  • Knowledge and understanding of application lifecycle, from design and development to testing, implementation and production support.
  • Ability to work effectively on project teams as a leader or as a participant.
  • Proven track record of successful, large-scale development projects from a leadership and development perspective.
  • Strong written and verbal communication skills, including the ability to facilitate meetings, conduct presentation sessions, and effectively lead discussions.
  • Work in a complex deadline driven environment with minimal supervision.
  • Ability to design/develop with minimum requirements by effectively coordinating activities between business analysts, project managers, quality assurance analysts, developers, and managers.
  • Readily pick up and apply new business concepts, new application systems, and new technology, to all job activities and specific project assignments

Education and Certifications:

  • Bachelor's Degree in Computer Science, Information Systems, Business Administration or other related field, or equivalent work experience
  • Any IT related certifications are a plus, but not required
