About the Office of the Inspector General
Since its creation as the first state-level inspector general's office in the country, the Massachusetts Office of the Inspector General (Office) has been at the forefront of promoting effective government and the responsible use of public money and property. The Office is an independent agency charged with preventing and detecting fraud, waste and abuse in the use of public funds and public property. By statute, the Inspector General has broad authority to oversee the use of state, local and federal funds by state and local governments, as well as by those who receive government funds or use public property. This includes state agencies, counties, cities, towns, quasi-governmental authorities and districts, as well as individuals, corporations and not-for-profit organizations that do business with the government.

The Office is led by the Inspector General of the Commonwealth, who is appointed by the Governor, Attorney General and Auditor "...solely on the basis of integrity and demonstrated ability in accounting, auditing, financial analysis, law, management analysis, public administration, investigation or criminal justice administration." M.G.L. c. 12A, § 2. The Inspector General is responsible for guiding and leading the office; determining the balance between its education, training and all collaboration with its investigatory, compliance and enforcement functions; and balancing the focus among state and municipal engagement.

About the Regulatory and Compliance Division
The Regulatory and Compliance Division (R&C Division) is the Office's educational arm, lending strong support to its role of promoting good government and preventing the misuse of public funds. The R&C Division helps state and local government employees, procurement professionals and private individuals who conduct business with public entities comply with Massachusetts public purchasing laws.
The R&C Division administers the Office's Massachusetts Certified Public Purchasing Official (MCPPO) program, which offers a broad range of classes to ensure that public employees have the tools necessary to operate effectively, deliver the services the people of Massachusetts need and protect public funds from waste or misuse. The program is open to public employees, companies that do business with the government and the public at large.
The R&C Division also operates a technical assistance hotline through which it fields questions concerning Chapter 30B of the Massachusetts General Laws, the Uniform Procurement Act. The division advises on issues such as public construction bidding laws, local purchasing requirements, fraud prevention and internal controls. The hotline operates Monday through Friday, except holidays, although individuals can email the hotline directly or leave voice messages 24 hours a day. In 2022, the division fielded 1,466 inquiries through the Chapter 30B hotline.
The R&C Division team currently includes a director, deputy director, program administrator, instructors, program coordinators and a registrar.
Instructor: Position Overview
The Office is seeking an R&C Division Instructor to teach in-person and online classes and to develop course materials for the MCPPO program. Topics include public contracting, Massachusetts public procurement law (including Chapter 30B), government operations, internal controls, cybersecurity, governance, contract administration, prevailing wage laws, emergency procurement and fraud prevention. The successful candidate will be an essential member of the R&C Division.
Responsibilities include:
- Serving as a classroom instructor in both in-person and virtual settings.
- Developing live webinars, in-person classes and e-learning classes, including course materials, course curricula and tests.
- Working with presenters from other government agencies and private entities to develop classes and class segments.
- Ensuring all class materials comply with the MCPPO program's quality standards, Massachusetts public bidding laws and applicable accreditation standards.
- Providing information on good procurement practices to public employees and officials.
Qualifications
Key abilities, skills and experience:
- Experience teaching and the ability to present professional educational programs in a classroom setting.
- Experience developing curricula for training or experiential programs.
- Excellent written and oral communication skills.
- An ability to work both collaboratively and independently to complete projects in a timely manner consistent with the Office's quality standards.
- A valid driver's license, as classes may be held in various locations across the Commonwealth.
Other valued experiences and skills include:
- A degree or coursework in education, public administration or other related academic or professional area.
- Experience using a learning management system (LMS), such as Blackboard, Moodle or Canvas.
- Knowledge of public procurement or public construction laws, with an emphasis on the Massachusetts Uniform Procurement Act, Chapter 30B of the Massachusetts General Laws, preferred.
- Experience working in municipal or state government.
- A designation from the MCPPO program or a certification as a Certified Procurement Professional from the National Institute of Governmental Purchasing (NIGP).
- Bilingual abilities.
Salary range: $70,000 - $80,000
