Job Description

The Massachusetts Department of Public Health (DPH) is seeking a Grants Development Manager to support the acquisition of federal grants and cooperative agreements, as well as foundation funding, to increase the Department's capacity to provide high-quality, equitable, state-of-the-art public health services. The selected candidate will be responsible for coordinating pre-award planning, reviewing, and submitting grant applications, managing grants operations, and maintaining records in the DPH's grants database.

The Grants Development Manager will work collaboratively with programmatic and fiscal staff across DPH's Bureaus and Offices and have knowledge of the structure and requirements of grant applications to federal Health and Human Services Agencies. The ideal candidate will have experience with grant writing, budgeting, and compiling grant applications for submission to federal agencies in portals such as grants.gov, eRA Commons, and Grant Solutions, as well as possess strong project management skills to support DPH staff with federal and foundation grant application initial proposals, continuations, and renewals, and to track federal grant and foundation funding cycles.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Manage pre-award grant application processes, including organizing and reviewing application components for adherence to funder requirements and DPH priorities.
  • Coordinate with Bureau/Office staff to prepare and submit pre-award documentation required by funding sources.
  • Provide technical assistance to Bureau/Office staff needing specific materials for grant submission, such as standard required application sections, organizational charts, and templates for work plans and resource allocation.
  • Maintain grant-related policies, procedures, resources, and tools and make them readily available to DPH staff.
  • Monitor current information in the DPH Grants Database in collaboration with the Director and other staff working in the Database.
  • Track the submission of DPH applications for funding and maintain up-to-date records of their status.
  • Implement project management strategies to identify and track federal grant funding needs and areas for development throughout DPH Bureaus and Offices.
  • Communicate with Program Directors/Principal Investigators and their staff to ensure timely and complete submissions for funding, providing direct support with grant writing and budgeting as needed.

Preferred Qualifications:

  • At least five (5) years of experience with grant coordination and management, preferably federal grants funded to support public health projects.
  • Demonstrated understanding of federal Health and Human Service agency Notices of Funding Opportunity and Funding Opportunity Announcements, and their application procedures and requirements, including experience working in federal grant submission portals.
  • Direct experience with CDC, HRSA, and/or SAMHSA grants/cooperative agreements is strongly preferred but not required.
  • Capability to synthesize information from lengthy, complex funding opportunities into concise, easy to understand summaries to facilitate information sharing and decision making.
  • Exceptional writing, editing, and organizational skills to ensure high-quality and timely application submissions.
  • Demonstrated success in writing, or being an active member of grant writing teams, for federal and other grants that were successfully awarded.
  • Able to communicate clearly and diplomatically, and develop and maintain good working relationships, with diverse colleagues both in-person and in virtual work environments.
  • Experience developing and implementing project management tools with realistic timelines and strategies for keeping staff motivated and accountable for their role in the development process.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
