About the Role:
The Director of Data Initiatives position at EOED reports directly to the Chief of Staff. This role is a critical member of the policy team and is responsible for conducting data-oriented policy analysis on behalf of the executive office, in coordination with the Chief of Staff. This includes analyzing various reports and trends within the state, regional, and national economy and preparing regular updates and summaries for the senior leadership team, including the Secretary. Manage research related to demographic and economic trends that affect department programs and policy is another expectation. It also involves independent research and creative thinking to determine estimates and projections that are otherwise not widely available. The creative solutions for real-time data collection could include work with other Secretariats to gather information on unemployment trends, commuting habits, state migration, etc. The Director of Data Initiatives will be expected to keep up-to-date information, including managing a dashboard for the executive office.
The position serves an important role in policy development and strategy for EOED. This individual will prepare/assist in the preparation of reports, presentations, etc.; and work on special projects assigned by the Secretary, Undersecretary and/or Director of Policy from time-to-time. This position will also involve engagement and interaction with external policy organizations, think tanks, and potentially consultant firms.
The Director of Data Initiatives will also play a key role in the tracking implementation of the economic development plan.
Duties and Responsibilities: (these duties are a general summary and not all inclusive):
- Manage research efforts and analysis of economic trends, labor markets, and specific sectors for EOED. Present findings to senior leadership on a frequent basis to influence policy decisions based on data. Manage presentations and memos focused on data and research.
- Develop and maintain a dashboard/tracker for the executive office to inform and educate colleagues on key metrics, data points, and performance and trends. Update EOED on performance across various metrics.
- Collaborate with internal team by providing policy perspective, thought leadership and input on strategic priorities. Confer with the policy team on how trends and metrics should influence our policy priorities.
- Where relevant, work with other Secretariats to gather state-collected data that could influence economic development decisions. For example, confer with LWD on unemployment trends, DOT on commuting and hybrid work trends, RMV on in and out of state migration.
- Work with events, public affairs, and communications teams to prepare background information for briefings and remarks where data and key industry information is relevant.
- Attending meetings (internal & external) to gather insights and build knowledge. This will include meetings with consultants, outside research entities, and think tanks.
Preferred Knowledge, Skills, and Abilities:
- Knowledge of economic and econometric principles.
- Knowledge of ability to use methods of statistics, statistical principals, statistical reporting and problem solving.
- Knowledge of principles, practices and techniques of supervision including managing and using confidential information.
- Excels with various computer programs, particularly Work, Excel, PowerPoint, and other data-oriented visualization platforms, like PowerBI and Tableau.
- Strong data and quantitative analysis capabilities.
- Strong ability to assimilate and analyze programs, policy, and other relevant materials.
- Excellent interpersonal skills.
- Experience with government is a plus.
- Excellent writing skills.
- Strong organizational skills.
- Ability to interpret data from various sources (ex: census, BLS, BEA, etc.)
- Ability to independently determine specific tasks needed to accomplish an assignment; ability to prioritize work; ability to multi-task.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
