Job Description

The Recovery from Addictions Program (RAP) operated by the Department of Mental Health (DMH) is seeking a dynamic and experienced professional to serve as the Director of Aftercare Services. The selected candidate will provide overall direction, supervision and guidance to Aftercare Community Liaisons, Aftercare Recovery Specialists, and Aftercare Team Supervisors that deliver direct care to clients in the RAP.

The Director of Aftercare Services will provide exceptional oversight of all aftercare activities ensuring program services are provided in accordance with policies/procedures that are in compliance with Federal Regulations, 42 CFR Part 2 and Part 8, Confidentiality of Alcohol Abuse Policy, and HIPAA Regulations.

Please Note: The selected candidate will work 40 hours on first shift, Monday through Friday, from 8:30AM to 5:00PM. The days off are Sunday and Saturday. This position participates in an Administrator On-Call Rotation.

Duties and Responsibilities (these are a general summary and not all inclusive):

  • Provides oversight to all aftercare services for the RAP, including but not limited to supervision of staff, performance improvement projects/plans, evaluation of program performance data and routine audits to ensure program effectiveness.
  • Manages the hiring of staff and ensures all operational personnel receive appropriate orientation, onboarding, ongoing training and performance reviews.
  • Collaborates with other members of the RAP with clinical staff and participating in team and discharge meetings, as needed.
  • Serves as the liaison between DMH site offices and the RAP to address placement/service concerns for shared clients.
  • Monitors staff workloads to ensure appropriate service delivery for clients; confirms staff coverage and provides recommendations to vacation plans and other schedules.
  • Develops and maintains cooperative relationships with judges, court clinicians, court staff, correctional facilities, advocacy groups, labor unions, clients and providers involved with the RAP.
  • Maintains an up-to-date catalog of any new residential/program/services for the RAP clients including medical records; ensures entries are complete, thorough, and timely.
  • Participates in case conferences, educational conferences, and mandatory trainings to enhance professional/personal growth.
  • Identifies opportunities for more efficient operations, expansion of services, growth and enhancing the ways to provide exceptional programs and services to the RAP; participates in formal and informal strategic planning with the Program Director and management as directed.

Required Qualifications:

  • Master's degree in human services or a relevant field and professional licensure (LMHC, LCSW, LICSW, LADC, CADC).

Preferred Qualifications:

  • At least one (1) year of experience working with clients specifically substance use disorders; knowledge of substance use and treatment systems.
  • Ability to display strong and effective management as the leader of a mobile-based staff.
  • Demonstrated patience and adaptability in the face of environment and situation fluctuations.
  • Proven understanding of the assessment of mental health, substance abuse disorders and evidence-based practices; current therapies and/or self -help programs used to treat addiction.
  • Skilled in determining the relationship between substance abuse and mental health issues and trauma.
  • Diagnostic, assessment skills and case management ability.
  • Capacity to promote and enhance one's knowledge about the symptoms of psychiatric illness and addiction.
  • Talent for setting limits and enforcing policies, guidelines and rules while maintaining an understanding of boundaries and ethics.
  • Proficiency with electronic case record systems and Microsoft Office applications including Outlook, Word, Excel, and PowerPoint.
  • Given the population served, bilingual or multilingual fluency.

About the Recovery from Addictions Program (RAP):
The Department of Mental Health (DMH) in collaboration with the Department of Public Health (DPH) Bureau of Substance Addiction Services operates a statewide Recovery from Addictions Program (RAP) for individuals civilly committed by the courts for substance use treatment for up to 90 days ("Section 35 commitment").

The program model will provide acute detoxification and early clinical stabilization services as we help clients develop community-based linkages to outpatient supports and substance use disorder treatment providers. The individuals treated within this program will be linked upon discharge to a range of services within the DPH continuum of care for substance use conditions. RAP provides administrative, medical, clinical, and non-clinical services. Its mission to provide quality client-centered care and recovery-oriented treatment.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
