MassHealth is seeking qualified applicants for the position of Data Governance Manager within the Data & Analytics department. Reporting to the Director of Data Integrity, the Data Governance Manager will lead the department's Data Governance program to establish common understanding of shared data and enable cross-functional collaboration across MassHealth.

The Data Integrity Team was formed in 2019 under the Data & Analytics department to coordinate data quality and data management processes across MassHealth. Our mission is to maximize the business value delivered by MassHealth data assets by promoting data management best practices. Alongside our business and technical partners, we assess data quality to confirm data is complete, accurate, consistent, reliable, and timely to allow other teams to complete their essential job functions and workflows. We manage data governance to codify policies and ensure updates to data assets meet current business needs and can adapt to future ones.

Duties and Responsibilities(these duties are a general summary and not all inclusive):

Manage the department's Data Governance program and roadmap.

  • Prepare agenda and meeting materials for recurring Data Governance board meeting series
  • Facilitate discussion regarding data policies and standards to drive consensus, action items, and/or decisions amongst the Board.
  • Manage a backlog of Data Governance topics; ensure topics are clear, timely, accurate, and relevant when presented to the Board.
  • Provide updates to Data & Analytics leadership team to discuss objectives and ensure the Board is aligned with their directive.

Lead projects and workstreams to define data policies and standards with Data Owners and Stewards.

  • Initiate and lead workgroups with a subset of Board members to gather information and options for new or forthcoming updates to policies and standards.
  • Identify stakeholders from the Data Governance Board and across MassHealth to ensure the necessary team members are engaged to inform and make recommendations.
  • Capture information and decisions to codify processes and workflows in requirement documents, process flows, data flows, or other formats.

Serve as a Data Translator for MassHealth and promote data management best practices with business users.

  • Lead up to two analysts who oversee operation and maintenance of data assets such as extracts, data layers, and code sets on behalf of business users.
  • Engage with business users, analytics, DW (Data Warehouse), vendors, and external parties to understand and maintain the MassHealth data continuum.

Preferred Qualifications:

  • 3-5 years of experience in data management, analytics, operations, product management, or consulting, or other relevant work experience
  • Demonstrated problem solving and analytical skills
  • Knowledge of Data Management, including data governance and data quality
  • Experience with Project Management, including workplan development and issue & risk mitigation
  • Collaboration with cross-functional teams across Business, Analytics, and Technology
  • Proven ability to communicate effectively with both business and technical stakeholders
  • Proven ability to lead effective meetings and work sessions, with all levels of staff and leadership
  • Experience creating and synthesizing business process workflows and data flows.
  • Experience with SQL and relational databases.
  • Experience or familiarity with healthcare industry, including health plan. administration, claims processing, and/or Medicaid/Medicare policy.
  • Strong customer service orientation with the ability to understand customer needs.
  • Strong relationship building capabilities with a focus on partnership.
  • Have a high willingness learn new subject matter, skills and technologies.
  • Comfortable with ambiguity and conflicting information.
  • Ability to clearly articulate project or program needs to accomplish goals.
  • Excellent time management skills, ability to multi-task, and work under time constraints.
  • Knowledge of Microsoft Office Suite of Products.

The primary work location for this role will be at 1 Ashburton Place, Boston MA 02108. Schedules are subject to change based on the operational needs of the business.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
