EOHHS is seeking to hire an Application Data Architect to join the EOHHS Data Architecture team. The Application Data Architect will be responsible for strategic planning, technical architecture design, application development, solution implementation, and governance of Data Architecture of EOHHS applications. The incumbent will define a standardized common business vocabulary, define and document strategic requirements, and outline high-level integrations designed to meet defined strategic requirements, as well as align enterprise strategy and related business architecture.

The primary work location for this role will be at 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday thru Friday, 9:00 AM - 5:00 PM EST.

This position will follow a hybrid model of reporting that combines in-office workdays and work from home days as needed. This position is expected to perform occasional after hours support as authorized and required.

Duties and Responsibilities:

  • Design, build, optimize, and maintain conceptual and logical database models for Health and Human Services domains
  • Manage end-to-end data architect platform selection, technical architecture design, application development, testing, and solution implementation
  • Analyze system requirements to implement data migration methods for existing legacy data
  • Develop and implement an organizational data strategy in line with business processes
  • Identify data sources, both internal and external, to create a data management plan aligned with organization data strategies
  • Plan and execute big data solutions using industry standard technologies
  • Define, manage, and govern the flow of data and dissemination of information within the EOHHS Secretariat
  • Define and ensure the adoption of standards, protocols, and guidelines for Data Security, Data Accessibility, Data Integrity, Data Accuracy, Data Quality, Data Exchange, and Data Management
  • Establish and identify goals and processes for data quality improvement and resolving data quality issues
  • Define and implement Data Archival and Backup Standards
  • Review proposed data models and identify issues, risks, and mitigation steps to ensure that data modeling best practices and guidelines are followed
  • Ensure that data objects and data models support data services in a service-orientated architecture
  • Coordinate and collaborate with cross-functional teams, stakeholders, and vendors to ensure proper functioning of the enterprise data system

Preferred Knowledge, Skills, and Abilities:

  • Three (3) years of Application Data Architecture experience in a large enterprise setting, with experience in the Health and Human Services domain preferred
  • Five (5) years of experience as a Lead Data Modeler
  • Eight (8) years of experience building conceptual, physical, and logical data models for enterprise information systems
  • Demonstrated experience with performance management and capacity planning for large scale enterprise applications
  • Proficiency in data modeling and design, including SQL development and database administration
  • Demonstrated experience implementing common data management and reporting technologies
  • Proven experience gathering and analyzing system requirements
  • Strong knowledge of data warehousing, data mining, and segmentation techniques
  • Hands-on experience with predictive data models and analytics
  • Strong understanding of text-based analysis techniques using NLP, AI, and ML
  • Understanding of risk management, disaster recovery, business continuity, IT security architecture, and IT regulatory compliance
  • Ability to work collaboratively with technical and non-technical staff as well as upper management
  • Excellent verbal and written communication skills with the ability to clearly communicate technical concepts to both technical and non-technical audiences across all levels of an organization

Education and Certifications:

  • Bachelor's degree in Computer Science, Information Systems, or other related field, or equivalent work experience
  • Data Architect Certification preferred but not required
