Senior Compliance Examiner

The Auto Club Group (ACG) provides membership, travel, insurance and financial services offerings to approximately 9 million members and customers across 11 states and 2 U.S. territories through the AAA, Meemic and Fremont brands. ACG belongs to the national AAA federation and is the second largest AAA club in North America.

Primary Duties and Responsibilities (details of the basic job functions):

  • Responsible for the most complex compliance examination projects and for leading team projects in all ACG markets/ and lines of business to assure business activities operate in accordance with effective risk management practices as outlined by: regulation, state and federal laws, and company policy(s) and procedures. Operates autonomously in planning, executing, documenting and reporting on compliance exams. Researches regulations applicable to ACG, monitors enforcement action by regulators against other organizations, and assesses regulatory risk to ACG. Contributes significantly to compliance risk assessment process and assists in/performs internal compliance reviews/risk assessments as indicated. Develops and executes test plans to determine the level of compliance with applicable laws and regulations. Analyzes examination results and develops recommendations for the remediation of compliance deficiencies. Presents examination results to responsible management. Prepares written compliance examination reports and executive summaries for all levels of management. Consults with business line to resolve and correct any compliance related exceptions, criticisms, deficiencies or violations disclosed during internal compliance reviews, internal or external audits, and/or regulatory exams. Monitors the adequacy of remedial action to address compliance deficiencies.

Works closely with the ACG Compliance staff on regulatory issues and provides assistance to outside regulatory examiners in the review of ACG operations. Assures appropriate key controls and applicable consumer compliance regulations are part of operating procedures. Contributes to the development of compliance training materials and recommends enhancements to current training.

Performs daily administration of the bank's compliance management program efforts for regulatory compliance. Operates autonomously in planning, executing, documenting and reporting on compliance exams. Researches regulations applicable to banking industry, monitors enforcement action by regulators against other organizations, and assesses regulatory risk to AAA Bank. Contributes significantly to compliance risk assessment process and assists in/performs internal compliance reviews/risk assessments as indicated. Develops and executes test plans to determine the level of compliance with applicable laws and regulations. Analyzes examination results and develops recommendations for the remediation of compliance deficiencies. Presents examination results to responsible management. Prepares written compliance examination reports and executive summaries for all levels of management. Consults with business line to resolve and correct any compliance related exceptions, criticisms, deficiencies or violations disclosed during internal compliance reviews, internal or external audits, and/or regulatory exams. Monitors the adequacy of remedial action to address compliance deficiencies. Ensures the timely completion of policy and procedure reviews, audits, internal compliance monitoring reviews, and training.

Works closely with the ACG Compliance staff on regulatory issues and provides assistance to outside regulatory examiners in the review of ACG operations. Assures appropriate key controls and applicable consumer compliance regulations are part of operating procedures. Contributes to the development of compliance training materials and recommends enhancements to current training. Assists with maintenance of regulatory compliance related policy(s), supporting program procedures and the regulatory compliance library.

Preferred Qualifications:

Advance degree—MBA or other master degree or advanced studies.

Banking, Claims, sales, underwriting or other bank or insurance operations experience.

Work Environment:

Works in a temperature controlled office environment. Occasional travel (up to 10% of work time) with exposures to road hazards and temperature extremes.

Required Qualifications (these are the minimum requirements to qualify):

Education (include minimum education and any licensing/certifications):

Bachelor's degree in Business Administration, Banking, Insurance or related field.

Professional certification – Market Conduct Management designation, Associate in Regulation & Compliance (ARC), Associate Compliance Professional (ACP), Certified Compliance Professional (CCP), Accredited Insurance Examiner (AIE), Certified Insurance Examiner (CIE), Certified Insurance Counselor (CIC), Certified Quality Auditor (CQA), Certified Internal Auditor (CIA), or related designation.*

Possession of or working toward Certified Regulatory Compliance Manager (CRCM) certification.

Experience:

Extensive banking compliance and/or audit experience.

Experience in:

  • Researching regulations and enforcement actions to assess regulatory compliance risk
  • Developing and executing test plans to measure regulatory compliance in complex areas
  • Analyzing compliance exceptions, assessing root causes and recommending remedial action
  • Preparing management reports to communicate examination results and recommendations
  • Operating in a team lead capacity for large examinations and other group projects
  • Development and use of computer data retrieval and analysis to support compliance exams
  • PC software applications (e.g., Windows, MS Word, MS Excel, MS Powerpoint, VISIO)

Knowledge and Skills:

Knowledge of:

  • Laws and regulations governing insurance and/or other ACG lines of business*
  • Laws and regulations governing banking
  • Compliance examination processes and procedures
  • Risk assessment competencies, through work experience or training
  • Policy and procedure development to ensure the adherence of compliance to state and federal laws, regulations and guidance
  • ACG products and services

Ability to:

  • Operate autonomously in planning, executing, documenting and reporting on compliance exams
  • Prepare and conduct presentations to all levels of management
  • Monitor, analyze and evaluate complex business operations and employee work products for regulatory compliance
  • Analyze insurance regulations*
  • Analyze bank regulations
  • Benchmark industry compliance practices
  • Travel throughout ACG's footprint to various company location
  • Develop and provide training as appropriate

Strong written and oral communication skills required. (A writing sample may be required).

Valid State driver's license.
