TD Technology Delivery / Partner Management covers planning and delivery of functions or services within segment CIO groups and/or across Infrastructure and Engineering (I&E). While investing heavily in nurturing business, client and partner relationships for end-to-end delivery of technology solutions or services, these professionals also oversee and directly manage multiple initiatives across different Product Groups as well as seamlessly manage ongoing infrastructure support and shared services to segment CIOs, business leaders and various TD stakeholders.

About This Role
We are looking for someone to build and maintain strong business relationships with our Wealth & TD Insurance technology partners, providing project management on technology solutions/services initiatives to meet business needs. The position acts as IT Project Manager and Infrastructure Scrum Master, leverages resources across functional or specialized technology areas to ensure end-to-end delivery of agreed upon solutions or services within planned forecasts and cost estimates.
This role will plan, coordinate and supervise complex informatics assignments. Design and apply new methods and procedures. Coordinate systems development for major applications, define project requirements including information and data needs, business analysis and programming. Develop, plan, analyze, evaluate, and assign priorities to deliverables and requirements. Define project phases, set deadlines, and manage staff. Develop project plans with milestones. Coordinate all meeting and interface with business units, staff and service providers. The successful candidate will be responsible for the oversight and execution of multiple projects and project managers. Accountable for managing broad and highly complex teams and projects involving significant scope and complexity. Key accountabilities include:
- Lead and manage a team of IT professionals who are responsible for end-to-end infrastructure technology delivery supporting our Wealth and TD Insurance technology business partners, with a clear focus on project planning, schedule management, scope, change and issues management, client communication and overall resourcing and financial costs on a longer-term basis.
- Responsible for project delivery for application sets within their scope, commissioning projects to be executed by technology partners.
- Act as a solutions integrator; provide a flexible approach by offering and negotiating options with clients that balance service levels, cost and risk.
- Develop impact assessments, manage delivery schedules, perform risk assessments to consistently manage project deliveries.
- Work with I&E partners to ensure they comply with the capacity forecasting process.
- Report on project progress, status, overall health and individual applications.
- Assess issues or change requests, determine what to report.
- Lead the development of total cost of ownership estimates for applications and services, monitor and track to established project budget and plan.
- Measure, monitor projects, stay within budget, meet or exceed expectations.
- Assess work plans, identify scheduling issues, report and escalate, as needed.
- Track major project deliverables; share updates; support initiatives aimed at cost reduction and faster time-to-market.
- Ensure there's understanding of operational, reputational, and intellectual risks, advise to minimize, escalate if necessary.
- Know the competition, customer and industry trends, innovation; pinpoint relevant research opportunities.
- Maintain high level of customer service, ensure commitments are met; recommend appropriate actions to enhance service levels, through effective service level management practices/ agreement
- Sets direction at an operational level, works autonomously in the management of the unit and collaborates with other business heads to establish and execute on common goals.
- Direct or manage large-scale applications, programs or projects across multiple product lines, involving significant scope and complexity. Ensures delivery of projects to the business partner, meeting the approved scope/cost/schedule/quality for the project. Perform a governing role for, ensuring that the proposal, execution, control, deployment, training and hand off, warranty support, and closure meet promised schedules.
- Performs risk identification and mitigation activities, escalating unresolved issues to the Executive and / or Steering Committee where appropriate to secure their timely decisions/support.
- Manages the acquisition and deployment of resources, including budget, by working with the Project Managers to secure the resources required for the project.
- Ensures client satisfaction with the project process and project team by effective and timely communication including status reporting, continual risk/issue assessment/management and escalation, and resolution of issues as they arise.
- The successful candidate will be required to work with and influence senior level leaders and partner with other IT Managers.
Job Requirements
- Undergraduate degree in Computer Science, Engineering, or other technology fields.
- Minimum 8-10 years of experience.
- Proven leadership skills and experience managing large and complex IT projects.
- Full life cycle development experience.
- Experience with proven project methodology in both Agile and Waterfall.
- Certified Scrum Master or SAFe® 6 certification is a must.
- PMI or ITIL certification.
- Fluent in English.
- Expertise in MS Project, Excel, Visio and PowerPoint.
- Experience with Canadian Financial Institution is an asset.
