The Senior Contract Specialist will administer a variety of government and commercial contracts and subcontracts in accordance with company policies and procedures, applicable laws and customer requirements. Provide onsite guidance to senior leadership regarding contract status and contract compliance matters. The Sr. Contract Specialist will manage multiple efforts and maintain a professional business relationship with clients and subcontractors. This position works closely with the Accounting and Human Capital Departments and Operations. The Senior Contract Specialist will report to the EVP, Chief of Integration & Compliance.
Duties include, but not limited to:
Sr. Contracts Administrator is responsible for contract management to include, but not limited to, review of Prime and Subcontracts, drafting subcontract modifications, task orders and/or purchase orders, composing correspondence, monitoring funding & ceiling levels, period of performance, provide limitation of funds notifications and other contractual milestones
Complete and respond to all contract inquiries and deliverable, such as Reps & Certs, Certificate of Insurance, Manpower reporting, CPARs, GSA Schedule 84, etc.
Maintain corporate contractual support records, such as SAMs registration, State Dept registration (ITAR), active registrations within GSA, Seaport e, and Seaport NxtGen, CPARs, etc.
Assist in the development or modification of contract management tools, templates, methods and processes, as needed and in coordination with the PM, Operations and Program Control/Finance
Respond in a professional manner to complex inquiries regarding contract obligations and revisions
Create monthly reports as contractually needed or requested
Identify contract risks and issues, suggest alternative that lead to the best solution
Conducts contract close-out to include preparing documents, final reports or release forms in coordination with Operations and Program Control/Finance
Ensures all contract information is properly entered into Cost Point v7, accounting system
Ensures overall compliance with Government regulations and contract provisions
Interprets FAR, DFAR and other applicable acquisition regulations, and apply System High's best practices in their application
Understanding of contract actions such as; NDA, Teaming agreements, Reps & Certs, contract types, purchase orders, pricing spreadsheets (Excel), task orders, GSA, FAR, DCAA requirements
Actively participate on proposal teams
Attend Proposal meetings to understand contractual requirements and ensure compliance with the requirements of the proposal
Provide contractual data required by the proposal team and/or RFP requirements
Provide IDIQ level submission support (Ebuy for GSA, Seaport e)
Provide other proposal support as needed
Prepare/coordinate subcontractor contractual documentation
Required Skills (Knowledge, Skills, Abilities)
- Recent (within 18 month) hands on experience with Cost Point (v7 desired, but not required)
- Experience with prime and subcontract contract management
- Knowledge of FAR, DFAR

- Effective oral and written communication skills, excellent interpersonal skills, and computer literate

- Ability to multitask
- No Clearance required
- Ability to obtain and maintain TS/SCI (documentation to obtain clearance must be turned into Security Department within 45 days from hire)
Years of Experience/Education Requirements
- 3-7 years of related experience
- CFCM or CPCM preferred, not required.
- Travel (sometimes frequent) to various program sites as necessary to ensure sound program execution
- Ability to travel to CONUS
- Limited travel within the region
