Water Network Specialist (Pressurized Systems)

Stantec is looking to hire a senior specialist in the O&M of pressurised pipe network to provide expert guidance to our client, The Public Works Authority of Qatar (Ashghal). The successful candidate would support the Head of Treated Water Networks (TWN) Section within the Drainage O&M department in the on-going transformation in line with Ashghal's Mission, Vision and Values.

The key responsibility of the specialist would be to work with the team in supporting the management of some of the operational challenges and share valuable experience and good practice from other similar businesses. Some of the other responsibilities include:
• Support the team within DNO&M to be able to effectively manage the Treated Water from production sites to customers through the transmission network
• Support the design and implementation if of an effective management regime for Non-Revenue Water (NRW) addressing physical (real) losses, commercial (apparent) losses and authorised unbilled consumption given its significance to Ashghal, managing the valuable Treated Water Network resource for today and for future generations
• Successful implementation of performance monitoring and management across the team and supply chain
• Support Section Head to establish individual objectives in alignment to corporate objectives and KPI targets
• Support delivery of a pilot pressure and flow management project though review of project outputs at each stage as provided by the contractor
• Compile lessons learnt during close out of the project for consideration in the extended implementation of the approach to other zones
• Develop a scope of works for the implementation of pressure, flow and leakage management within the current and future networks of Ashghal (based on pilot)
• Make recommendations for optimal arrangement of assets and teams to optimise the supply chain and outsourcing
• Manage and direct the development, implementation and evaluation of plans, policies, systems and procedures to achieve annual goals, objectives and work standards
• Research and keep up to date with relevant current and future policies, procedures regulations and provide recommendations for improvements and share knowledge with colleagues
• Advise and consult to Section Head and Engineers to manage operational challenges on an Ad-Hoc basis

Water Network Specialist (Pressurized Systems)


a) Degree or higher level qualification in engineering (e.g. BSc, BEng, MSc Civil)

b) Preferred Chartered Status


a) Minimum of 15 years' relevant and practical experience within a major water / wastewater utility organization(s)

b) Minimum of 10 years' experience of working with pressurised pipeline systems and the effective implementation of pressure and flow management systems to increase asset life, reduce the loss of product, and improve customer service standards

c) Proven track experience of dealing with O&M outsource contracts

d) Proven track record in the design and implementation of measures leading to the successful reduction of NRW

e) Ability to drive and support strategic change focused on valued customer service while handling a team of multiple ethnicities and personalities

f) Experienced in leading / advising teams encompassing Pressurised Pipeline Networks and knowledge of Wastewater Treatment Works

Technical Competencies:

a) O&M Expert who can manage and coordinate specialised activities, disciplines or teams of moderate size and complexity

b) Leads in the formulation of advanced technical concepts, especially focused on addressing Non-Revenue Water

c) Provides specialist services in support of project requirements

d) Understanding of different types of contracts including performance based incentivised framework agreements

e) Able to independently perform highly complex professional assignments demanding contributions calling for the application of specialised principles


a) Excellent verbal and written communication skills to produce business cases and technical reports for adoption by a utility business

b) Ability to interact professionally with a diverse group, from executives to operators and contractors

c) Excellent supervisory and management skills, including creativity, change management, and empowerment

d) Strong analytical and project management skills
