Stantec is hiring a Senior Environmental Scientist or Planner to support our Assessment, Permitting and Compliance Practice. Job responsibilities include leading and preparing proposals, environmental impact analysis documentation and related technical studies, discretionary permit applications, managing projects, and supervising staff. This position offers the selected individual the ability to apply their technical, project management, and business development experience to a diverse range of projects and clients across California, as well as professional development opportunities within an established and rapidly growing consulting organization.

Your Key Responsibilities
  • Prepare and manage the preparation of environmental compliance documents in accordance with the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA), including: Initial Studies, Negative Declarations, Environmental Impact Reports, Environmental Assessments, Environmental Impact Statements, and exemptions/exclusions.
  • Direct and oversee preparation of environmental permit applications with various federal, state, and local agencies for a variety of project types/sizes.
  • Manage projects with budgets of several hundred thousand dollars or more. Project management responsibilities include file management, coordination, and oversight of safety requirements, subconsultant management, team coordination/meetings, delegation and oversight of technical tasks, assisting in preparation and review of deliverables, client interfacing, project progress monitoring, and invoicing. On-Call contract management experience for private and/or public sector clients is an asset.
  • Supervision of other professional staff including providing direction for work assignments, review and collaboration on deliverables, performance reviews, and career development advocacy.
  • Assist with preparation of various constraints analyses, environmental plans, and strategies required for construction and planning projects.
  • Pursue and obtain new business opportunities for Environmental Services, prepare effective technical proposals, and take an active leadership role in the development of new business with new and existing clients. Develop and expand client relationships and execute contracts that generate a minimum of $100,000 repeat business annually.
  • Develop a working understanding of Stantec's other consulting practice areas and actively support cross-selling other services to existing clients.
  • Maintain a 75-80% direct project utilization goal.

Your Capabilities and Credentials
  • 6-11 years of applicable technical experience. Minimum two years of project management experience with demonstrated attention to detail and accountability.
  • Experienced CEQA/NEPA practitioner with ability to guide projects from scoping through adoption/certification. Detailed understanding of CEQA/NEPA policies and guidelines including exemptions and exclusions. Ability to prepare sections for multiple resource categories. Ability to analyze information, develop appropriate impact findings/conclusions, and identify proposed mitigation measures, as required.
  • Experience preparing discretionary permit applications to federal, state and/or local agencies. Proven knowledge of the Clean Water Act, Endangered Species Act, Clean Air Act, California Department of Fish and Game Code, Porter-Cologne Water Quality Control Act, California Coastal Act, and municipal zoning.
  • Supplemental technical experience with air quality, coastal resiliency, hazardous materials, hazard mitigation, and/or noise are additionally desirable.
  • Experience working with a diverse set of project types including energy, transportation, environmental infrastructure, oil and gas, water, and community development land uses. Experience developing more complex technical documentation and navigating multi-agency jurisdictions for projects with substantial community involvement or natural resources constraints is an asset.
  • This role requires effective in person, tele/video conference, and written communication with direct reports, colleagues, clients, regulatory agencies, the public, and subconsultants. The Senior Level professional is commonly expected to plan, lead, and document such communications.
  • Highly proficient with MS Office suite (e.g., Microsoft Word, Microsoft Teams, Microsoft Project, Adobe Acrobat, Excel).
  • Capable working both individually and as part of team.
  • Ability for periodic travel necessary to support field surveys and/or project meetings.
  • OSHA Hazwoper 40 certification required or ability to obtain prior to employment.
  • Valid driver's license and good driving record required.
  • Prior to employment, this position will require the successful passing of a pre-employment physical and drug screen.

Education and Experience

A Bachelor or Master's degree in Environmental Sciences, or similar, and/or 6-11 years of related experience.

Office environment with prolonged sitting and computer work, or combination of office and field. Ability to effectively work from home office independently through potential COVID-19 work restrictions.
