Roads Asset Planner

Stantec Qatar is currently seeking a Roads Asset Planner. The successful candidate would work on the development and implementation of a cost-effective asset management plan to ensure the lifecycle of Roads assets are managed more effectively

Key responsibilities include:
• Adhere to Health and Safety Policy and Procedures in the workplace and comply with any new work instructions
• Analyse Ashghal's policy and strategic requirements and forecast user demands in relation to the development of Asset Management Plans for the relevant Roads asset base
• Provide asset performance and trend analysis. Track performance against the Roads level of service and strategic plans, identifying areas of non-compliance with proposed high-level solutions
• Carry out full inventory, asset adoption risk reviews and investment analyses before formal adoption, transfer or disposal of any assets to Roads O & M from a third party
• Undertake risk management activities associated with roads assets; in particular identification and analysis and identify mitigation and treatment options along with cost estimates, through the corporate risk register system
• Through the Highways Asset Management Plan (HAMP) development processes identify future investment requirements that address or mitigate identified performance or capacity shortfalls, delivering whole life costed options for consideration. In doing so, the remedial solutions will need to take the connectivity and capacity of the asset base into account
• Liaise with Operations Engineers and Section Heads to assist in the assessment and prioritization of Roads asset investment needs that contribute to annual investment plan
• Gather investment needs statements using the agreed system and provide robust evidence on investment priorities
• Deliver accurate robust plans for short and long term (greater than five years) Operations and Maintenance requirements
• Define asset information requirements for the relevant Roads assets and develop and deliver costed gap closure programmes
• Communicate the plan to key stakeholders within Asset Affairs, Ashghal, and Ministry of Transport and Communication (MoTC) and take action to drive delivery
• Analyse and interpret how existing and future legislation will have an impact on the performance and utilisation of asset base. If appropriate identify investment needs

Roads Asset Planner


• Bachelor degree in science / engineering or relevant subject
• Should be working towards acceptance as a Chartered Member of a relevant professional body (e.g. Chartered Institution of Highways and Transportation, IAM, ICE or equivalent)
• Current/valid Qatar Driving Licence would be an advantage

Knowledge & Experience
• Minimum 10 years' experience in the Highways sector
• Minimum 5 years' experience in asset planning and generating a Highways Asset Management Plan (or equivalent)
• Knowledge of asset lifecycle planning
• In depth technical knowledge of at least one of the following asset groups - Highways, Roads, Structures, Intelligent Transport Systems
• Familiar with planning processes and methodologies in both production and operational environment and the use of ERP tools, asset risk and financial analysis
• Ability to communicate verbally and in writing in English
• Ability to communicate verbally and in writing in Arabic would be an advantage
• Ability to influence and engage stakeholders and staff at all levels within the organisation
• Computer literate using MS Word, Excel and PowerPoint as a minimum
• Display proactivity, resilience and drive to achieve the delivery of required outputs
