Your Duties Develop the WBS:

  • Verify that you have sufficient information on the project to prepare an appropriate work breakdown and other structures.
  • Derive the activities required to achieve the project outcomes, to the level of accuracy and detail needed for scheduling and resourcing.
  • Produce project work breakdown and coding structures which meet the specified requirements for the project scope and achieve stakeholder agreement.
  • Present the structures in formats suitable for facilitating the project schedule, cost control, procurement and implementation.
  • Produce structures which are sufficiently flexible to accommodate all the project activities and changes in the schedule.
Manage Scope and Assumptions:
  • Verify that the specified activities and resources to be deployed meet the requirements of the project.
  • Identify and verify any contingencies and the basis for them.
  • Verify that the resources required for activities that form the basis for schedules, are estimated and specified accurately.
  • Ensure that any assumptions on which schedules are based are clearly stated.
  • Explain to stakeholders how the schedule meets the operational requirements of the project.
Design the scheduling strategy and schedule hierarchy
  • Define the schedule levels and how the program will be integrated vertically
  • Define the sub-program and project structure and how the interfaces between sub-programs and projects will be managed horizontally
  • Define how milestones will be used within the scheduling hierarchy
  • Develop the Scheduling Procedure and Guidance
Develop the Schedules:
  • Develop the Schedule to illustrate key dates and critical activities in meeting the operational requirements of the project. Prepare Schedules to the agreed level of accuracy and detail.
  • Verify that the methods used for developing the outline schedule conform to best practice and that its content, form and level of detail match the defined purpose and the quality of information available.
  • Analyze opportunities for potential improvement in project operations that may give rise to reduced schedule durations.
Develop detailed schedules:
  • Use the outline schedules and the work breakdown structure as key sources of information for the development of the project control schedules
  • Specify and verify the activities needed to meet the requirements of the project control schedule or schedules.
  • Ensure that all the essential work activities have been identified in sufficient detail to produce a project control schedule or schedule
  • Verify that resources required for component activities are estimated and specified accurately and that sufficient information is provided.
  • Ensure that any assumptions on which the control schedules or schedules are based are clearly stated.
  • Check the projected timescales are consistent with achieving a successful project outcome
Identify and verify contingencies and allowances and the basis for them
  • Accurately assess the scope and consequences of changes where they involve adjustments to the project success factors.
Stakeholder Engagement:
  • Determine with stakeholders the level of detail and accuracy required for the control schedule or schedules
  • Explain to stakeholders how the control schedules or schedules meet the project operational requirements
  • Present the schedule or schedule in a manner that will gain agreement of stakeholders and ensure their continuing support.
  • Verify that the schedule is realistic, and that available resources are capable of meeting the project objectives and specification of requirements.
  • Monitor that resources are deployed in a timely manner.
  • Collect progress data and allocate it to the correct elements of the work breakdown structure in accordance with the project requirements and the approved progress control procedures
  • Monitor progress to ensure that any departures from the schedule are identified promptly.
  • Apply progress measurements methods that are hierarchically linked reflecting the projects lower level data base and higher level time base scheduling systems
Variance Analysis:
  • Quantify the effects of changes.
  • Assess identified departures from the schedule and establish the likely consequences.
  • Apply analysis and reasoning to the variances, and notify the customers and stakeholders with associated recommendations
  • Issue progress reports, schedule updates and productivity data on a regular basis and as requested by customers and stakeholders.
  • Provide support to the business scheduling cycles in terms of planned and actual data.
  • Operate the scheduling systems in accordance with the project requirements
Establishing the project progress achievement status:
  • Verify that the systems for collecting and collating project progress data meet the operational needs of the project and its progress control requirements
  • Establish revised systems where these are determined as being necessary to meet the needs of the project
  • Produce schedules as required by the procedures or for specific purposes.
Assessing the potential future rates of progress, including changes, commitments yet to be made, productivity levels and risks:
  • Identify variances between planned and actual progress achievement.
  • Apply analysis and reasoning to the variances and make recommendations for rectifying adverse trends.
  • Identify variances between planned and actual achievements.
Applying approved techniques to estimate the project schedule out-turn.
  • Produce calculations of resource usage and anticipated completions of planned activities.
  • Identify key/milestone dates and forecast and report on achievement in relation to the key dates.
Setting the strategy for cost schedule integration:
  • Working within the required coding structures
  • Defining the different cost classes to recognize within cost/schedule integration
  • Determine how risk and contingency will be reflected
  • Determining the level within the WBS that cost schedule will be integrated
  • Determining the strategy for the subsequent capture and integration of actuals and forecasts
  • Determine how costs will be profiled to deliver accurate cash-flow projection
Implementing the cost schedule integration strategy:
  • System configuration within scheduling system to accommodate cost/schedule integration
  • Guidance to cost control resources to break their estimate down in a way to facilitate cost/schedule integration.
Maintaining cost /schedule integration
  • Maintain schedules in line with baseline change control - introducing additional cost loaded activities as required.
Establishing the resource loading approach:
  • Define resource coding structures
  • Identify resources likely to constrain schedule that should be introduced into schedule
Implement resource loading and analysis approach into scheduling system:
  • Set up resource pools
  • Allocate resource pools into calendars where appropriate
Collect resource actual utilization and assess productivity
  • Understand integration of timesheet/ man-hour systems and the scheduling system
  • Determine approach for assessing productivity trends and provide what-if schedule out-turn based on resource constraint
  • Provide analysis and recommendation regarding resource loading and availability
Select scheduling systems:
  • Facilitate the development of user requirements
  • Understand the likely requirements for data integration
Implement the scheduling systems:
  • Support to configure systems, databases and P6 environment
  • Manage migration of data into scheduling database environments.

Your Capabilities and Credentials Proven skills in the application of the practices and procedures involved in the cost estimating function are essential, as is the direct preparation of structural/civil/ architectural cost estimates for complex construction and transit projects.
  • Hands on experience preparing all classes of estimates from conceptual to definitive as well as preparing financial and statistical analyses.
  • Experience and exposure to project management procedures and philosophy with some design and field construction knowledge of major projects for buildings, tunnels and structures are essential.
  • Experience in with cost estimation databases and software.
  • Computer literate with advanced knowledge and understanding of computer based estimating software such as Timberline, electronic spreadsheets, cost database management and other related computer applications.
  • You must possess strong analytical and interpersonal skills combined with sound judgment and initiative.
  • You must be self-motivated with excellent organizational, interpersonal, oral communication and report writing skills.
  • These skills and knowledge would normally be acquired through formal post secondary education in the civil engineering technology field combined with considerable cost estimating experience working in a large engineering and/or general contracting firm specializing in complex, multi-faceted projects.
