Our customer, the EPA, has a requirement to perform system hosting, software enhancements, operations, maintenance, new system development, process improvement activities, and user support for information systems managed by the Office of Air Quality Planning and Standards (OAQPS).

This is a remote position but preferance is to be in the Raleigh, NC or Washington, DC area. 

 

Responsibilities

This is a contingent position based upon customer funding. 

 

  • Provides subject matter or functional area expertise for management tasks in addition to fulfilling management responsibilities. Direct, plan, organize, control, and manage EPA Office of Air Quality Planning and Standards (OAQPS) the project to ensure that all contractual obligations are fulfilled in an efficient and timely manner. Supervise project leaders, consultants and analysts; mentors’ consultants and analysts; and brings knowledge, coordination, and expertise to all projects. Serves as the primary liaison to the Government.
  • Manages long-term IT projects, performs design evaluations, and works to complete projects within budget and scheduling restraints.
  • Develops and implements long-term IT roadmaps and strategy, and monitors alignment of tactical activities.
  • Provides a higher-level view of activities occurring within the enterprise and the impacts on information sharing initiatives.
  • Performs risk management, including identifying, prioritizing, and mitigating risks, and communicating and escalating risks and issues.
  • Provides the ability to manage projects that may vary by project type (i.e., a new project, an existing project, a project being transitioned from another delivery provider, etc.), size, complexity, project life cycle phases, development methods (e.g., SCRUM, spiral, etc.).
  • Supports the development of briefings, agendas, and other general documentation support as directed, including training material and demonstration sessions for new and existing technologies to various DHS stakeholders.
  • Supports a continuous improvement process by providing recommendations on improving products, services, and processes.
  • Develops Communication Plans
  • Develops and manages project schedules, including integrated project schedules, and plans using the tools as defined by the Government (i.e., Microsoft Project, JIRA).
  • Supports Management of projects within schedule and budget and defined by the Government.

 

Qualifications

 

  • Bachelor’s Degree
  • Minimum of 10 years IT project management experience
  • PMI Certified Project Management Professional (PMP)
  • Agile/Scrum Experience and Certifications
  • U.S. Citizenship is required.
