Strategic Communications Specialist




Phase One Consulting Group is seeking Communication Specialists who will be responsible for developing and implementing a strategic communication plan for the Department of Transportation (DOT) Office of the Chief Information Officer (OCIO).  This plan and its supporting activities and communication products shall promote the awareness and education of OCIO IT programs, projects, and services to internal and external customers.

Position Responsibilities

  • Planning, analyzing, designing, developing, implementing and managing communications strategies, plans, products, tools, and services
  • Supporting customers in planning and implementing targeted and specific communications and outreach activities to support IT program and project functions, activities, events, and/or training activities (Communications products include, but are not limited to presentations, fact sheets, videos, DVDs, surveys, websites, webcasts, webinars, poster-board displays, exhibit hall displays, press information, desktop publishing files, brochures, flyers, handouts, and procedure documents such as checklists/logistics for putting on events)
  • Execute against communication strategies for government clients including determination of appropriate communication vehicles, crafting audience-specific messages for mid-level to senior executives within the Federal environment, and the development of outreach and marketing materials
  • Work with project teams and government executives to develop communications and marketing materials, including messaging, graphics, web content, new and social media, presentations, and email newsletters
  • Supporting the developing of progress, accomplishments, and similar reporting tools to communicate program plans, activities, or performance
  • Supporting the communications activities associated with meetings (routine and periodic) and conferences, including support for logistical arrangements, registration desk support, audio-visual arrangements, telecommunications support, identification of potential sites and provision of information for selection of sites, and development of information products
  • Establish client relationships; and ensure high-quality communication deliverables
  • Provide communications expertise, information, tools, and methods that support the project objectives
  • Proactively prioritize project tasks and identify project issues and risks


Position Requirements

  • 7+ years of strategic communications, outreach, or marketing experience
  • Bachelor degree in a related discipline (Master’s degree preferred)
  • Experience with supporting a Federal IT client while working for a consulting organization
  • Strong oral and written communication and presentation skills
  • Candidates must be able to work on-site at Federal agencies located in Washington, D.C. and must be able to obtain a U.S. Federal public trust or pass a background investigation
    • Ability to create dynamic PowerPoint slide presentations graphics and compelling written communication documents
    • Experienced in using the Adobe Creative Suite, Microsoft Visio, and the Microsoft Office Suite
    • Extensive experience in the development of outreach products for external audiences, such as email marketing, web content, and new and social media tools
  • Strong consulting skills
    • Previous experience in consulting services performing analytical and business process analysis
    • Ability to enter client environment and recommend business process change
    • Ability to build and maintain trusting and value added client relationships
    • Perform detailed business analysis functions including development of business process models and functional documentation
    • Possess strong oral and written communication and presentation skills
    • Ability to coordinate and facilitate stakeholder and subject matter expert interviews
    • Possess project management and mentoring skills
    • Must be able to work independently requiring minimal supervision
    • Must be capable of working in a fast paced environment with tight deadlines
