Senior Systems Analyst

Phase One is seeking an Enterprise Architect/Systems Analyst in support of an Enterprise Architecture program for a government agency, EA encompasses a defined practice for conducting a full range of enterprise business and IT capability, resource, process, and infrastructure planning, design, development, deployment, analysis, assessment and engineering services using a holistic approach. This person will provide data collection and analysis services, review and support portfolio management efforts, assist in the formulation and capture of business IT plans and policies, and participate in the execution of enterprise architecture in support of VA enterprise transformation efforts.

  • Experience using automated tools to create enterprise architecture models, content, and visualizations (e.g., IBM Rational System Architect*, IBM Rational Software Architect, Erwin). IBM Rational (now Unicom) System Architect and InQuisient Enterprise Elements (Organization, System, Activity, Business Process, data model)
  • Experience with the following tools/applications:  Visio, Excel, System Architect, InQuisient Enterprise Elements, IBM Rational Tools
  • Knowledge of the Agile development methodology
  • Knowledge of logical and physical data modeling for analyzing architecture repository to validate entities, attributes, and relationships
  • Ability to analyze data, understand how it relates to other data, and identify gaps where new data is needed
  • Experience in working with customers to define requirements (data, reporting, modeling)
  • Capable of handling complex analysis and writing assignments both independently and as part of a workgroup
  • Experience with VA, DoD, or other Federal strategic planning and enterprise architecture environments, processes, and personnel OR broad knowledge and experience with both commercial and governmental, enterprise-level, strategic planning approaches
  • Attention to detail and ability to work and think independently
  • Ability to work in a fast paced environment with little to no supervision
  • Knowledge of and analytical skill in researching relevant Federal Government and VA Laws, Regulations, Policies, and Directives (LRPDs) in support of strategic planning tasks (specifically, PortfolioStat and OMB/GAO guidance)
  • Knowledge of the FEA Reference Models (such as BRM, TRM, DRM…)
  • Experience with development and support of enterprise-level governance processes



  • A Masters degree + 6 years of industry experience or a Bachelor's degree + 10 years of experience
  • Experience with architecture from an infrastructure perspective
  • Ability to travel to client sites for meetings as needed.ust be able to obtain a U.S. Federal government client badge and be able to pass a government background investigation
  • Previous VA experience is preferred
  • Ability to work independently and in fast-paced environment with tight deadlines, with minimal supervision
  • Ability to speak and write English fluently, and can produce high quality technical documentation and analysis
  • Demonstrate sharp, analytical, problem solving, and decision making skills
