Requirements Manager

Phase One is seeking an experienced Requirements Manager with experience and skills supporting project requirements elicitation, documentation, management and implementation activities within the Office of the Chief Information Officer (OCIO) of a Federal Agency. 

Requirements Manager will be responsible for supporting the day to day operations for a Federal OCIO by:

  1. Working in coordination with the Project Manager and other project technical staff;
  2. Planning, facilitating and documenting outcomes of Requirements Gathering sessions with stakeholders;
  3. Conducting Requirements Validation sessions to clarify, confirm and finalize requirements with stakeholders;
  4. Developing and maintaining an authoritative Requirements Management library throughout the iterative development of the solution suite.

The Requirements Manager will lead requirements management, customer management, and acceptance criteria definition on a major federal government CRM project.

About the Job

Duties of the Candidate will include:

  • Work with client teams and stakeholders to discover, document, and categorize user stories
  • Engage with stakeholders to prioritize user stories into requirements
  • Work with stakeholders and the Scrum team to help develop milestone schedules
  • Lead demonstrations for the client as needed
  • Work with designers, information architects, and content strategists to flesh out and document customer requirements in an electronic Requirements Management tool
  • Support the Phase One Team in developing test cases by providing and clarifying acceptance criteria
  • Facilitate communication between client and the development team
  • Communicate stakeholder needs in planning sessions, reviews, and retrospectives
  • Help facilitate internal and external awareness and knowledge of Scrum methodology
  • Build client trust and respect, establish client relationships, and develop rapport with client
  • Responsible for obtaining a definition of done for web development projects that is within the scope of the task and budget constraints
  • Obtain client approvals on scope, requirements, design, and development and document those decisions
  • Ensure final deliverables meet client expectations and requirements
  • Coordinating with interrelated NHTSA OCIO project areas including Governance, Strategic Planning, IT Policy, and Enterprise Architecture (EA)
  • The candidate should be experienced working with business users, analyzing functions and systems, developing and maintaining requirements.


About You

  • Master’s Degree in Business, Engineering or Science with five to seven (5 to 7) years of experience relevant to comparable solution implementation consulting or;
  • Bachelor’s degree and fifteen (15) years related experience relevant to requirements gathering
  • At least 3 years of experience in direct support of agile project requirements
  • At least 3 years of experience writing user stories
  • Experience with Microsoft Dynamics preferred
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts
  • Experience conducting stakeholder interviews and facilitating stakeholder workshops
  • Client friendliness with the ability to build and maintain trusting and value added client relationships
  • Ability to work independently and in fast-paced environment with tight deadlines, with minimal supervision
  • Must be located in Washington, DC metro area and able to work on-site at client location in SE Washington DC
  • Must be able to obtain a U.S. Federal government client badge and be able to pass a government background investigation
  • Project management or scrum management experience preferred
  • Client ownership/client engagement experience preferred
  • Comfortable working within a defined budget and coordinating efforts with other teams
  • Ability to ensure high quality client deliverables. 
  • Project Management Professional (PMP) certification a plus
  • A solid understanding of and experience with business analysis
  • Strong consulting skills
    • Previous experience in consulting services performing deep analytical and requirements analysis
    • Ability to enter client environment and provide recommendations after a detailed assessment of the requirements and the current state
    • Build and maintain trusting and value added client relationships
    • Ability to grasp business requirements, business process, current systems functionality, and propose new requirements or process changes
    • Perform detailed business analysis functions including development of business process models & functional documentation
    • Possess strong oral and written communication and presentation skills
    • Ability to coordinate & facilitate stakeholder & subject matter expert interviews
    • Independent worker needing minimal supervision
    • Must be capable of working in a fast paced environment with tight deadlines
